[libcxx][test] Use smaller time range for 32 bit time_t (#104762)
This fixes the test on Arm 32 bit Ubuntu Jammy where time_t is 32 bit. (cherry picked from commit cdd608b8f0ce090b3568238387df368751bdbb5d)
