Add a bit to TargetInfo to specify that vectors are element-aligned
rather than naturally aligned. This is needed to match DirectX's Data
Layout in LLVM.
Note that this removes the `Opts.HLSL` early exit from
`checkDataLayoutConsistency` so that we actually get these checks when
compiling HLSL. This check looks like it was put there because of
similarity between OpenCL and HLSL, but it isn't actually necessary.

Use the DataLayout-aware TargetFolder instead of ConstantFolder in
Clang's CGBuilder. The primary impact of this change is that GEP
constant expressions are now emitted in canonical `getelementptr i8`
form. This is in preparation for the migration to ptradd, which requires
this form.
Part of the test updates were performed by Claude Code and reviewed by
me.
This change drops the use of the "Layout" type and instead uses explicit
padding throughout the compiler to represent types in HLSL buffers.
There are a few parts to this, though it's difficult to split them up as
they're very interdependent:
1. Refactor HLSLBufferLayoutBuilder to allow us to calculate the padding
of arbitrary types.
2. Teach Clang CodeGen to use HLSL specific paths for cbuffers when
generating aggregate copies, array accesses, and structure accesses.
3. Simplify DXILCBufferAccesses such that it directly replaces accesses
with dx.resource.getpointer rather than recalculating the layout.
4. Basic infrastructure for SPIR-V handling, but the implementation
itself will need work in follow ups.
Fixes several issues, including #138996, #144573, and #156084.

The change is to stop using the `hlsl.export` attribute. Instead,
symbols with "program linkage" in HLSL will have export linkage with
default visibility, and symbols with "external linkage" in HLSL will
have export linkage with hidden visibility.

Get inout/out parameters working for HLSL Arrays.
Utilizes the fix from #109323, and corrects the assignment behavior
slightly to allow for Non-LValues on the RHS.
