Currently, SLP vectorizer do not care about loops and their trip count.
It may lead to inefficient vectorization in some cases. Patch adds loop
nest-aware tree building and cost estimation.
When it comes to tree building, it now checks that tree do not span
across different loop nests. The nodes from other loop nests are
immediate buildvector nodes.
The cost model adds the knowledge about loop trip count. If it is
unknown, the default value is used, controlled by the
-slp-cost-loop-min-trip-count=<value> option. The cost of the vector
nodes in the loop is multiplied by the number of iteration (trip count),
because each vector node will be executed the trip count number of
times. This allows better cost estimation.

Patch fixes cost estimation for the extractelements from non-power-of-2
vectors, defined as subvector extracts. In this case the subvector size
might be not adjusted to a whole register size, need to get the minimum
between whole vector size and the actual difference to prevent compiler
crash.

`ad9909d "[SLP]Fix perfect diamond match with extractelements in scalars" `
changed SLPVectorizer getScalarizationOverhead() to call
TTI.getVectorInstrCost() instead of TTI.getScalarizationOverhead() in some
cases. This was due to X86 specific handlings in these (overridden) methods,
and unfortunately the general preference of TTI.getScalarizationOverhead()
was dropped. If VL is available it should always be preferred to use
getScalarizationOverhead(), and this is indeed the case for SystemZ which
has a special insertion instruction that can insert two GPR64s.
Then ` 33af951 "[SLP]Synchronize cost of gather/buildvector nodes with
codegen"` reworked SLPVectorizer getGatherCost() which together with
ad9909d caused the SystemZ test vec-elt-insertion.ll to fail.
This patch restores the SystemZ test and reverts the change in SLPVectorizer
getScalarizationOverhead() so that TTI.getScalarizationOverhead() is always
called again. The ForPoisonSrc argument is now passed on to the TTI method
so that X86 can handle this as required.

We should align REVEC with the SLP algorithm as closely as possible. For
example, by applying REVEC-specific handling when calling IRBuilder's
Create methods, performing cost analysis via TTI, and expanding shuffle
masks using transformScalarShuffleIndicesToVector.

If the buildvector node contains constants and non-constants, need to
consider shuffling of the constant vec and insertion of unique elements
into the vector. Also, if there is an input vector, need to consider the
cost of shuffling source vector and constant vector and then insertion
and shuffling of the non-constant elements.

The recently announced IBM z17 processor implements the architecture
already supported as "arch15" in LLVM. This patch adds support for "z17"
as an alternate architecture name for arch15.
This patch also add the scheduler description for the z17 processor,
provided by Jonas Paulsson.
When building the reorder for non-single use reuse mask, need to check
if the size of the mask is multiple of the number of unique scalars.
Otherwise, the compiler may crash when trying to reorder nodes.

This PR removes the old `nocapture` attribute, replacing it with the new
`captures` attribute introduced in #116990. This change is
intended to be essentially NFC, replacing existing uses of `nocapture`
with `captures(none)` without adding any new analysis capabilities.
Making use of non-`none` values is left for a followup.
Some notes:
* `nocapture` will be upgraded to `captures(none)` by the bitcode
reader.
* `nocapture` will also be upgraded by the textual IR reader. This is to
make it easier to use old IR files and somewhat reduce the test churn in
this PR.
* Helper APIs like `doesNotCapture()` will check for `captures(none)`.
* MLIR import will convert `captures(none)` into an `llvm.nocapture`
attribute. The representation in the LLVM IR dialect should be updated
separately.
This PR adds more realistic cost estimates for these reduction
intrinsics

The pre-existing cost estimates for `llvm.vector.reduce.add` are moved
to `getArithmeticReductionCosts` to reduce complexity in
`getVectorIntrinsicInstrCost` and enable other passes, like the SLP
vectorizer, to benefit from these updated calculations.
These are not expected to provide noticable performance improvements and
are rather provided for the sake of completeness and correctness. This
PR is in draft mode pending benchmark confirmation of this.
This also provides and/or updates cost tests for all of these
intrinsics.

As vector element loads are free on SystemZ, this patch improves the cost
computation in getGatherCost() to reflect this.
getScalarizationOverhead() gets an optional parameter which can hold the actual
Values so that they in turn can be passed (by BasicTTIImpl) to
getVectorInstrCost().
SystemZTTIImpl::getVectorInstrCost() will now recognize a LoadInst and
typically return a 0 cost for it, with some exceptions.
If the scalars is used externally is in the root node, it may have
incorrect signedness info because of the conflict with the demanded bits
analysis. Need to perform exact signedness analysis and compute it
rather than rely on the precomputed value, which might be incorrect for
alternate zext/sext nodes.

Need to handle the case, where the resize operation itself is not
reduced but its operand is. In this case need to take an extra analysis
for the operand, not the instruction itself.
Need to adjust ReductionBitWIdth after minbitwidth analysis, if the
demanded bits analysis sjows tht its size is less than the size of the
vectorized value. It prevents incorrect sign-zero extension
transformation after.
This is a follow-up to b71edfaa4ec3c998aadb35255ce2f60bba2940b0
since I forgot the lit.local.cfg files in that one.
Reformatting is done with `black`.
If you end up having problems merging this commit because you
have made changes to a python file, the best way to handle that
is to run git checkout --ours <yourfile> and then reformat it
with black.

This introduced performance regressions on AArch64, when the cost of a
vector GEP + extracts is offset by the benefits of vectorizing the rest
of the tree.
The test in llvm/test/Transforms/SLPVectorizer/AArch64/vector-getelementptr.ll
illustrates the issue. It was extracted from code that regressed a SPEC
benchmark by 15%.
The target hook prefersVectorizedAddressing() already exists to check with
target if address computations should be vectorized, so it seems like this
should be used in SLPVectorizer as well.
