[Offload] Add Offload API Sphinx documentation (#147323)
* Add spec generation to offload-tblgen tool
* This patch adds generation of Sphinx compatible reStructuedText
utilizing the C domain to document the Offload API directly from the
spec definition `.td` files.
* Add Sphinx HTML documentation target
* Introduces the `docs-offload-html` target when CMake is configured
with `LLVM_ENABLE_SPHINX=ON` and `SPHINX_OUTPUT_HTML=ON`. Utilized
`offload-tblgen -gen-spen` to generate Offload API specification docs.

[Flang-RT][Offload] Always use LLVM-built GTest (#143682)
The Offload and Flang-RT had the ability to compile GTest themselves.
But in bootstrapping builds, LLVM_LIBRARY_OUTPUT_INTDIR points to the
same location as the stage1 build. If both are building GTest, they
everwrite each others `libllvm_gtest.a` and `libllvm_test_main.a` which
causes #143134.

This PR removes the ability for the Offload/Flang-RT runtimes to build
their own GTest and instead relies on the stage1 build of GTest. This
was already the case with LLVM_INSTALL_GTEST=ON configurations. For
LLVM_INSTALL_GTEST=OFF configurations, we now also export gtest into the
buildtree configuration. Ultimately, this reduces combinatorial
explosion of configurations in which unittests could be built
(LLVM_INSTALL_GTEST=ON, GTest built by Offload, GTest built by Flang-RT,
GTest built by Offload and also used by Flang-RT).

GTest and therefore Offload/Runtime unittests will not be available if
the runtimes are configured against an LLVM install tree. Since llvm-lit
isn't available in the install tree either, it doesn't matter.

Note that compiler-rt and libc also use GTest in non-default
configrations. libc also depends on LLVM's GTest build (and would
error-out if unavailable), but compiler-rt builds it completely
different.

[Offload] Don't check in generated files (#141982)
Previously we decided to check in files that we generate with tablegen.
The justification at the time was that it helped reviewers unfamiliar
with `offload-tblgen` see the actual changes to the headers in PRs.
After trying it for a while, it's ended up causing some headaches and is
also not how tablegen is used elsewhere in LLVM.

This changes our use of tablegen to be more conventional. Where
possible, files are still clang-formatted, but this is no longer a hard
requirement. Because `OffloadErrcodes.inc` is shared with libomptarget
it now gets generated in a more appropriate place.

[Offload][NFCI] Remove coupling to omp target for version scripting (#141637)
Summary:
This is a weird dependency on libomp just for testing if version scripts
work. We shouldn't need to do  this because LLVM already checks for
this. I believe this should be available as well in standalone when we
call `addLLVM` but I did not test that directly.

[offload] Fix enabling unittests in standalone builds (#138418)
Modify the unittest logic in offload to only look for
`third-party/unittest` directory when `llvm_gtest` is not provided by
LLVM itself (in-tree or installed). This makes it possible to run
unittests in sparse checkouts without the `third-party/unittest` tree.

While at it, also make sure `LLVM_THIRD_PARTY_DIR` is actually set while
performing standalone builds. The logic is copied from `compiler-rt`.

[Offload] Add support for loongarch64 to host plugin
This adds support for the loongarch64 architecture to the offload host
plugin.

Similar to #115773

To fix some test issues, I've had to add the LoongArch64 target to:

- CompilerInvocation::ParseLangArgs
- linkDevice in ClangLinuxWrapper.cpp
- OMPContext::OMPContext (to set the device_kind_cpu trait)

Previous discussions at the LLVM/Offload meeting have brought up the
need for a new API for exposing the functionality of the plugins. This
change introduces a very small subset of a new API, which is primarily
for testing the offload tooling and demonstrating how a new API can fit
into the existing code base without being too disruptive. Exact designs
for these entry points and future additions can be worked out over time.

The new API does however introduce the bare minimum functionality to
implement device discovery for Unified Runtime and SYCL. This means that
the `urinfo` and `sycl-ls` tools can be used on top of Offload. A
(rough) implementation of a Unified Runtime adapter (aka plugin) for
Offload is available
[here](https://github.com/callumfare/unified-runtime/tree/offload_adapter).
Our intention is to maintain this and use it to implement and test

A fair number of fixes to get standalone builds of offload working —
mostly copying missing bits from openmp. It's almost ready — I still
need to figure out why some of the tsts aren't linking to the right
libraries.

This is another attempt to reland the changes from #108413

The previous two attempts introduced regressions and were reverted. This
PR has been more thoroughly tested with various configurations so
shouldn't cause any problems this time. If anyone is aware of any likely
remaining problems then please let me know.

The changes are identical other than the fixes contained in the last 5
commits.

[Offload] Use libc 'hand-in-hand' module to find RPC header (#117928)
Summary:
We should now use the official™ way to include the files from
`libc/shared`. This required some code to make sure that it's not
included twice if multiple people use it as well as a sanity check on
the directory.

[Offload] Introduce offload-tblgen and initial new API implementation (#108413)
Introduce `offload-tblgen` and an initial implementation of a subset of
the new API. The tablegen files are intended to be the single source of
truth for the new API, with the header files, documentation, and others
bits of source all automatically generated.

**TODO** (based on review feedback so far):

- [x] Add an `offload-generate` target to trigger the generation rather
than building them every time
- [x] Decide how error handling should work

for more information on how the API definition and generation works. I'm
happy to answer any questions about it and plan to walk through it in a
future LLVM Offload call.

It should be noted that struct definitions have not been fully
implemented/tested as they aren't used by the initial API definitions,
but finishing that off in the future shouldn't be too much work.

The tablegen tooling has been designed to be easily extended with new
backends, using the classes in `RecordTypes.hpp` to abstract over the
tablegen records.

[Offload] Add support for riscv64 to host plugin (#115773)
This adds support for the riscv64 architecture to the offload host
plugin. The check to define FFI_DEFAULT_ABI is intentionally not guarded
by __riscv_xlen as the value is the same for riscv32 and riscv64
(support for OpenMP on riscv32 is still under review).

[Offload] Change x86_64-pc-linux to x86_64-unknown-linux (#107023)
It appears that the RUNTIMES build prefers the x86-64-unknown-linux-gnu
triple notation for the host. This fixes runtime / test breakages when
compiler-rt is used as the CLANG_DEFAULT_RTLIB.

[offload][cmake] always define pythonize_bool macro (#96028)
I use the following cmake config to build offload and openmp
```
cmake -G "Unix Makefiles" -DCMAKE_BUILD_TYPE=Release -DLLVM_TARGETS_TO_BUILD="X86" -DLLVM_ENABLE_PROJECTS="clang;openmp"  -DLLVM_ENABLE_RUNTIMES="offload"  -DLLVM_LIT_ARGS="-vv -a" -DLLVM_ENABLE_ASSERTIONS=ON  ../llvm
```
and got the following error:
```
CMake Error at /tmp/build-llvm/llvm/offload/CMakeLists.txt:321 (pythonize_bool):
  Unknown CMake command "pythonize_bool". 
```

After some search I find out that the "correct" way to build this is
putting openmp and offload to the ENABLE_RUNTIMES like
```
cmake -G "Unix Makefiles" -DCMAKE_BUILD_TYPE=Release -DLLVM_TARGETS_TO_BUILD="X86" -DLLVM_ENABLE_PROJECTS="clang"  -DLLVM_ENABLE_RUNTIMES="openmp;offload"  -DLLVM_LIT_ARGS="-vv -a" -DLLVM_ENABLE_ASSERTIONS=ON  ../llvm
```

But since we don't forbid to config them using openmp as PROJECT and
offload as RUNTIME, then we probably support it. The fix is to always
define the pythonize_bool macro. For cmake, it is okay to redefine a
macro, it does not cause a warning or else.

[OpenMP][Offload] - Ensure OPENMP_STANDALONE_BUILD is defined (#94801)
Without a value set conditional checks like
if(NOT ${OPENMP_STANDALONE_BUILD})
will not be able to evaluate to true.
Fixes issue introduced from PR #93463, which did not allow the OMPT
variable to be propogated up to offload during a runtimes build.

Revise IDE folder structure (#89755)
Update the folder titles for targets in the monorepository that have not
seen taken care of for some time. These are the folders that targets are
organized in Visual Studio and XCode
(`set_property(TARGET <target> PROPERTY FOLDER "<title>")`)
when using the respective CMake's IDE generator.

 * Ensure that every target is in a folder
 * Use a folder hierarchy with each LLVM subproject as a top-level folder
 * Use consistent folder names between subprojects
 * When using target-creating functions from AddLLVM.cmake, automatically
deduce the folder. This reduces the number of
`set_property`/`set_target_property`, but are still necessary when
`add_custom_target`, `add_executable`, `add_library`, etc. are used. A
LLVM_SUBPROJECT_TITLE definition is used for that in each subproject's
root CMakeLists.txt.

[Offload] Fix enabling plugins on unsupported platforms (#93186)
Summary:
Certain plugins can only be built on specific platforms. Previously this
didn't cause issues becaues each one was handled independently. However,
now that we link these all directly they need to be in a CMake list.
Furthermore we use this list to generate a config file. For this reason
these checks are moved to where we normalize the support.

[Offload] Rework handling for loading vendor runtimes (#93073)
Summary:
We previously had multiple options for this, this patch replaces them
with `LIBOMPTARGET_DLOPEN_PLUGINS=` to be a list of plugins to
dynamically use. It defaults to everything right now. This ignores the
`host` plugin because the `libffi` dependency is going to be removed
soon hopefully in https://github.com/llvm/llvm-project/pull/91264.

[Offload][NFC] Remove 'libomptarget' message helpers (#92581)
Summary:
This isn't `libomptarget` anymore, and these messages were always
unnecessary because no other project uses these prefixed messages. The
effect of this is that no longer will the logs have `LIBOMPTARGET --` in
front of everything. We have a message stating when we start building
the offload project so it'll still be trivial to find.

[Libomptarget] Pass '-Werror=global-constructors' to the libomptarget build (#88531)
Summary:
A runtime library should not have global constructors. Everything is now
expected to go through the init methods. This patch ensures that global
constructors will not accidentally be introduced.

[Offload] Correctly reject building on unsupported architectures (#92276)
Summary:
Previously we had this `LIBOMPTARGET_ENABLED` variable which controlled
including `libomptarget`. This is now redundant since it's controlled by
`LLVM_ENABLE_RUNTIMES`. However, this had the extra effect of not
building it when given unsupported targets. THis was lost during the
move to `offload`. This patch moves this logic back and makes the
`offload` target just quit without doing anything if used on an
unsupported architecture.

Since the move to the statically linked plugins, we added a new way to
directly control which plugins will be added. Delete these old ones as
they will cause the build to fail and suggest the new format.

[offload] - Add omp as a dependency for clang-bootstrap-deps (#90793)
If openmp is on the LLVM_ENABLE_PROJECTS list and
offload is on LLVM_ENABLE_RUNTIMES list when using
CLANG_ENABLE_BOOTSTRAP, then the runtimes will be
configured before the openmp project. This will throw a cannot find
libomp.so dependency error. Add omp as a dependency when this is the
case. Update
offload cmake for detection of LIBOMP_HAVE_VERSION_SCRIPT.

This variable could be unset if not found or when building standalone.
We should check for that and set it to true or false.

[Libomptarget] Rework interface for enabling plugins (#86875)
Summary:
Previously we would build all of the plugins by default and then only
load some using the `LIBOMPTARGET_PLUGINS_TO_LOAD` variable. This patch
renamed this to `LIBOMPTARGET_PLUGINS_TO_BUILD` and changes whether or
not it will include the plugin in CMake.

Additionally this patch creates a new `Targets.def` file that allows us
to enumerate all of the enabled plugins. This is somewhat different from
the old method, and it's done this way for future use that will need to
be shared. This follows the same method that LLVM uses for its targets,
however it does require adding an extra include path.

[Offload] Fix per-target install directory (#89645)
Summary:
The move from `openmp` to `offload` did not preserve the per-target
runtime directory installation. This is important because this
per-target directory is always included first and is likely the de-facto
way to handle these going forward. Without this installation, old
installations of the library will be linked against first.

[Offload] Move /openmp/libomptarget to /offload (#75125)
In a nutshell, this moves our libomptarget code to populate the offload
subproject.

With this commit, users need to enable the new LLVM/Offload subproject
as a runtime in their cmake configuration.
No further changes are expected for downstream code.

Tests and other components still depend on OpenMP and have also not been
renamed. The results below are for a build in which OpenMP and Offload
are enabled runtimes. In addition to the pure `git mv`, we needed to
adjust some CMake files. Nothing is intended to change semantics.

Works with the X86 and AMDGPU offload tests

Still works but doesn't build offload tests anymore.

Shows all expected libraries, incl.
- `libomptarget.devicertl.a`
