This is an ongoing series of commits that are reformatting our
Python code. This catches the last of the python files to
reformat. Since they where so few I bunched them together.
Reformatting is done with `black`.
If you end up having problems merging this commit because you
have made changes to a python file, the best way to handle that
is to run git checkout --ours <yourfile> and then reformat it
with black.
If you run into any problems, post to discourse about it and

This updates all the non-runtime project release notes to use the
version number from CMake instead of the hard-coded version numbers
in conf.py.
It also hides warnings about pre-releases when the git suffix
is dropped from the LLVM version in CMake.

Otherwise the docs-lld-html target fails to build using recent Sphinx
with the following not very helpful error message:
An error happened in rendering the page index.
Reason: TemplateNotFound()
It turns out the values in the html_sidebars dictionary always need to be lists
now. See https://github.com/sphinx-doc/sphinx/issues/6186
``html_favicon`` seem to conflict with [what it in the sphinx
docs](http://sphinx-doc.org/config.html#confval-html_favicon).
So I've copied the comments from there to conf.py and changed its
value appropriately to remove the missing favicon.ico warning.
