[clang-tidy][NFC] fix 'misc-use-internal-linkage' check warnings (#143482)
Run misc-use-internal-linkage check over clang-tidy code. 
Also fixed a couple of other clang-tidy warnings.

Apart from issues in header files, all '.cpp' in
`clang-tools-extra/clang-tidy` must be clang-tidy clear now.

[clang-tidy] Remove unused includes (NFC) (#141420)
These are identified by misc-include-cleaner.  I've filtered out those
that break builds.  Also, I'm staying away from llvm-config.h,
config.h, and Compiler.h, which likely cause platform- or
compiler-specific build failures.

[clang-tools-extra] Fix add_clang_library usage (#109321)
If a add_clang_library call doesn't specify building as static or shared
library they are implicitly added to the list static libraries that is
linked in to clang-cpp shared library here.

315ba77406/clang/cmake/modules/AddClang.cmake (L107)
Because the clang-tools-extra libraries targets were declared after
clang-cpp they by luck never got linked to clang-cpp.
This change is required for clang symbol visibility macros on windows to
work correctly for clang tools since we need to distinguish if a target
being built will be importing or exporting clang symbols from the
clang-cpp DLL.

[libc] Update libc namespace clang-tidy checks (#98424)
This patch updates the clang-tidy checks for llvm-libc to ensure that
the namespace macro used to declare the libc namespace is updated from
LIBC_NAMESPACE to LIBC_NAMESPACE_DECL which by default has hidden
visibility.

utils/Matchers.h. Add some anonymous namespaces and
renamed some code to avoid ODR issues.

[clang][lex] Always pass suggested module to InclusionDirective() callback (#81061)
This patch provides more information to the
`PPCallbacks::InclusionDirective()` hook. We now always pass the
suggested module, regardless of whether it was actually imported or not.
The extra `bool ModuleImported` parameter then denotes whether the
header `#include` will be automatically translated into import the the
module.

The main change is in `clang/lib/Lex/PPDirectives.cpp`, where we take
care to not modify `SuggestedModule` after it's been populated by
`LookupHeaderIncludeOrImport()`. We now exclusively use the `SM`
(`ModuleToImport`) variable instead, which has been equivalent to
`SuggestedModule` until now. This allows us to use the original
non-modified `SuggestedModule` for the callback itself.

(This patch turns out to be necessary for
https://github.com/apple/llvm-project/pull/8011).

[clang-tidy][libc] Ignore implicit function inline (#71095)
This patch adjusts the inline function decl check for LLVM libc to
ignore implicit functions. For the moment the plan is to ignore these
and mark the class with a macro so that it can be given the appropriate
properties without explicitly defining all its ctors/dtors.

[clang-tidy][libc] Fix namespace check with macro (#68134)
The name of the namespace for LLVM's libc is now provided by a macro.
The ImplementationNamespaceCheck was updated to handle this, but the
CalleeNamespaceCheck was missed. This patch updates the
CalleeNamespaceCheck to handle the macro.

9d4162ff28 [clang-tidy] Add fix-it support to llvmlibc-inline-function-decl
This is very simplistic and could be more thorough by replacing
an existing `LIBC_INLINE` in the wrong location or a redunant
`inline` when inserting the right macro use.  But as is this
suffices to automatically apply fixes for most or all of the
instances in the libc tree today and get working results (despite
some superfluous `inline` keywords left behind).

c96306db2c [clang-tidy] Fix llvmlibc-inline-function-decl false positives for templated function definitions
For a declaration the `FunctionDecl` begin location does not include the
template parameter lists, but for some reason if you have a separate
definitions to the declaration the begin location does include them.
With this patch we now correctly handle that case.

This fixes llvm#62746

1663016b41 [clang-tidy] Prevent llvmlibc-inline-function-decl triggering on lambdas
The `llvmlibc-inline-function-decl` check is intended to be used to
allow declarations in the `libc` project's header to be changed per-TU.
However, it is impossible to place this macro in front of a lambda so
this is not helpful. Additionally, lambdas are always going to have
internal linkage so they will not differ accross TUs.

5b37cddff8 [clang-tidy] Introduce HeaderFileExtensions and ImplementationFileExtensions options
Re-introduce the patch that was reverted previously.
In the first attempt, the checks would not be able to
read from the global option, since getLocalOrGlobal
only works with string types. Additional logic is needed
in order to support both use cases in the transition
period. All that logic will be removed when the local
options are fully removed.

We have a number of checks designed to analyze problems
in header files only, for example:

bugprone-suspicious-include
google-build-namespaces
llvm-header-guard
misc-definitions-in-header
...

All these checks duplicate the same logic and options
to determine whether a location is placed in the main
source file or in the header. More checks are coming
up with similar requirements.

Thus, to remove duplication, let's move this option
to the top-level configuration of clang-tidy (since
it's something all checks should share).

Add a deprecation notice for all checks that use the
local option, prompting to update to the global option.

854c10f8d1 [Clang] Prepare for llvm::Optional becoming std::optional.
The needed tweaks are mostly trivial, the one nasty bit is Clang's usage
of OptionalStorage. To keep this working old Optional stays around as
clang::CustomizableOptional, with the default Storage removed.
Optional<File/DirectoryEntryRef> is replaced with a typedef.

I tested this with GCC 7.5, the oldest supported GCC I had around.

205c0589f9 Revert "[clang] Convert OptionalFileEntryRefDegradesToFileEntryPtr to std::optional"
This reverts commit 8f0df9f3bbc6d7f3d5cbfd955c5ee4404c53a75d.

The Optional*RefDegradesTo*EntryPtr types want to keep the same size as
the underlying type, which std::optional doesn't guarantee. For use with
llvm::Optional, they define their own storage class, and there is no way
to do that in std::optional.

On top of that, that commit broke builds with older GCCs, where
std::optional was not trivially copyable (static_assert in the clang
sources was failing).

f4834815f4 [clang-tidy] Fix crash on calls to overloaded operators in llvmlibc-callee-namespace
The routine that facilitated symbols to be explicitly allowed asked
the name of the called function, which resulted in a crash when the
check was accidentally run on non-trivial C++ code.

d79ad2f1db [clang][lex] NFCI: Use FileEntryRef in PPCallbacks::InclusionDirective()
This patch changes type of the `File` parameter in `PPCallbacks::InclusionDirective()` from `const FileEntry *` to `Optional<FileEntryRef>`.

With the API change in place, this patch then removes some uses of the deprecated `FileEntry::getName()` (e.g. in `DependencyGraph.cpp` and `ModuleDependencyCollector.cpp`).

155f5a6dac [libc][clang-tidy] fix namespace check for externals
Up until now, all references to `errno` were marked with `NOLINT`, since
it was technically calling an external function. This fixes the lint
rules so that `errno`, as well as `malloc`, `calloc`, `realloc`, and
`free` are all allowed to be called as external functions. All of the
relevant `NOLINT` comments have been removed, and the documentation has
been updated.

[clang-tidy] Improved accuracy of check list updater script
- Added `FixItHint` comments to Check files for the script to mark those checks as offering fix-its when the fix-its are generated in another file.
 - Case insensitive file searching when looking for the file a checker code resides in.

Also regenerated the list, sphinx had no issue generating the docs after this.

This check will ensure that all calls to functions resolve to one inside the `__llvm_libc` namespace.

This is done to ensure that if we include a public header then we don't accidentally call into the a function within the global namespace.

f9d558c871 [OpenMP] "UnFix" layering problem with FrontendOpenMP
This reverts commit 97aa593a8387586095b7eac12974ba2fdd08f4c3 as it
causes problems (PR45453) https://reviews.llvm.org/D77574#1966321.

This additionally adds an explicit reference to FrontendOpenMP to
clang-tidy where ASTMatchers is used.

This is hopefully just a temporary solution. The dependence on
`FrontendOpenMP` from `ASTMatchers` should be handled by CMake
implicitly, not us explicitly.

eb41cc6198 [clang-tidy] Add module for llvm-libc and restrict-system-libc-header-check.
Summary: This adds a new module to enforce standards specific to the llvm-libc project. This change also adds the first check which restricts user from including system libc headers accidentally which can lead to subtle bugs that would be a challenge to detect.
