[ASTMatchers][NFC] Replace makeMatcher function with CTAD (#147197)
C++17's CTAD obsoletes `makeMatcher` (and many `make*` functions like
it).

The deduction guide is written out explicitly to avoid
`-Wctad-maybe-unsupported` warnings.

[clang-tidy] Add user-defined functions to bugprone-unsafe-functions check (#106350)
Adds the check option `bugprone-unsafe-functions.CustomFunctions` to be
able to match user-defined functions as part of the checker.
Adds the option `bugprone-unsafe-functions.ReportDefaultFunctions` to
disable reporting the default set of functions as well.

The functions names are matched using the same mechanism as the
`matchesAnyListedName` tidy matcher, documented in
`unsafe-functions.rst`.

[clang-tidy] Fix assert in modernize-use-std-format/print (#94104)
Ensure that FormatStringConverter's constructor fails with a sensible
error message rather than asserting if the format string is not a narrow
string literal.

Also, ensure that we don't even get that far in modernize-use-std-print
and modernize-use-std-format by checking that the format string
parameter is a char pointer.

76bbbcb41b [clang-tidy] Use StringRef::{starts,ends}_with (NFC)
This patch replaces uses of StringRef::{starts,ends}with with
StringRef::{starts,ends}_with for consistency with
std::{string,string_view}::{starts,ends}_with in C++20.

I'm planning to deprecate and eventually remove
StringRef::{starts,ends}with.

Detects when a variable is both incremented/decremented and referenced inside a
complex condition and suggests moving them outside to avoid ambiguity in the
variable's value.

b389a62518 [clang-tidy] Make MatchesAnyListedNameMatcher cope with unnamed Decl
If MatchesAnyListedNameMatcher::NameMatcher::match() is called in
MatchMode::MatchUnqualified mode with a NamedDecl that has no name then
calling NamedDecl::getName() will assert with:
 `Name.isIdentifier() && "Name is not a simple identifier"'

It seems unfair to force all matchers using
matchers::matchesAnyListedName to defend against this, particularly
since test cases are unlikely to provoke the problem. Let's just check
whether the identifier has a name before attempting to use it instead.

Add test case that reproduces the problem to the
use-std-print-custom.cpp lit check.

[clang-tidy][NFC] Replace many instances of std::string where a StringRef would suffice.
There's many instances in clang tidy checks where owning strings are used when we already have a stable string from the options, so using a StringRef makes much more sense.

ddebed8e97 [clang-tidy] performance-* checks: Match AllowedTypes against qualified type names when they contain "::".
This allows users to be more precise and exclude a type in a specific namespace
from triggering the check instead of excluding all types with the same
unqualified name.

This change should not interfere with correctly configured clang-tidy setups
since an AllowedType with "::" would never match.

671ad58061 [clang-tidy] performance-unnecessary-copy-initialization: Prevent false positives when dependent variable is modified.
Extend the check to not only look at the variable the unnecessarily copied
variable is initialized from, but also ensure that any variable the old variable
references is not modified.

Extend DeclRefExprUtils to also count references and pointers to const assigned
from the DeclRef we check for const usages.

d36a033310 [clang-tidy] New checker performance-trivially-destructible-check
Checks for types which can be made trivially-destructible by removing
out-of-line defaulted destructor declarations.

The check is motivated by the work on C++ garbage collector in Blink
(rendering engine for Chrome), which strives to minimize destructors and
improve runtime of sweeping phase.

In the entire chromium codebase the check hits over 2000 times.

2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

abd72e9851 [clang-tidy] White List Option for performance-unnecessary-value-param, performance-unnecessary-copy-initialization and performance-for-range-copy
New option added to these three checks to be able to silence false positives on
types that are intentionally passed by value or copied. Such types are e.g.
intrusive reference counting pointer types like llvm::IntrusiveRefCntPtr. The
new option is named WhiteListTypes and can contain a semicolon-separated list of
names of these types. Regular expressions are allowed. Default is empty.

6ccc1c342a [clang-tidy] Implement type-based check for gsl::owner
This check implements the typebased semantic of `gsl::owner`.
Meaning, that 
- only `gsl::owner` is allowed to get `delete`d
- `new` expression must be assigned to `gsl::owner`
- function calls that expect `gsl::owner` as argument, must get either an owner
  or a newly created and recognized resource (in the moment only `new`ed memory)
- assignment to `gsl::owner` must be either a resource or another owner
- functions returning an `gsl::owner` are considered as factories, and their result
  must be assigned to an `gsl::owner`
- classes that have an `gsl::owner`-member must declare a non-default destructor

There are some problems that occur when typededuction is in place.
For example `auto Var = function_that_returns_owner();` the type of `Var` will not be
an `gsl::owner`. This case is catched, and explicitly noted.

But cases like fully templated functions
```
template <typename T> 
void f(T t) { delete t; }
// ...
f(gsl::owner<int*>(new int(42)));
```
Will created false positive (the deletion is problematic), since the type deduction
removes the wrapping `typeAlias`.

7f8827576c [clang-tidy] UnnecessaryValueParamCheck - suggest std::move() if non-const value parameter can be moved.
Summary:

Make check more useful in the following two cases:

The parameter is passed by non-const value, has a non-deleted move constructor and is only referenced once in the function as argument to the type's copy constructor.
The parameter is passed by non-const value, has a non-deleted move assignment operator and is only referenced once in the function as argument of the the type's copy assignment operator.
In this case suggest a fix to move the parameter which avoids the unnecessary copy and is closest to what the user might have intended.

Summary: Added the remaining features needed to satisfy C++ Core Guideline Type.6: Always initialize a member variable to cppcoreguidelines-pro-type-member-init. The check now flags all default-constructed uses of record types without user-provided default constructors that would leave their memory in an undefined state. The check suggests value initializing them instead.
