[clang] Improve nested name specifier AST representation (#147835)
This is a major change on how we represent nested name qualifications in
the AST.

* The nested name specifier itself and how it's stored is changed. The
prefixes for types are handled within the type hierarchy, which makes
canonicalization for them super cheap, no memory allocation required.
Also translating a type into nested name specifier form becomes a no-op.
An identifier is stored as a DependentNameType. The nested name
specifier gains a lightweight handle class, to be used instead of
passing around pointers, which is similar to what is implemented for
TemplateName. There is still one free bit available, and this handle can
be used within a PointerUnion and PointerIntPair, which should keep
bit-packing aficionados happy.
* The ElaboratedType node is removed, all type nodes in which it could
previously apply to can now store the elaborated keyword and name
qualifier, tail allocating when present.
* TagTypes can now point to the exact declaration found when producing
these, as opposed to the previous situation of there only existing one
TagType per entity. This increases the amount of type sugar retained,
and can have several applications, for example in tracking module
ownership, and other tools which care about source file origins, such as
IWYU. These TagTypes are lazily allocated, in order to limit the
increase in AST size.

This patch offers a great performance benefit.

It greatly improves compilation time for
[stdexec](https://github.com/NVIDIA/stdexec). For one datapoint, for
`test_on2.cpp` in that project, which is the slowest compiling test,
this patch improves `-c` compilation time by about 7.2%, with the
`-fsyntax-only` improvement being at ~12%.

This has great results on compile-time-tracker as well:

![image](https://github.com/user-attachments/assets/700dce98-2cab-4aa8-97d1-b038c0bee831)

This patch also further enables other optimziations in the future, and
will reduce the performance impact of template specialization resugaring
when that lands.

It has some other miscelaneous drive-by fixes.

About the review: Yes the patch is huge, sorry about that. Part of the
reason is that I started by the nested name specifier part, before the
ElaboratedType part, but that had a huge performance downside, as
ElaboratedType is a big performance hog. I didn't have the steam to go
back and change the patch after the fact.

There is also a lot of internal API changes, and it made sense to remove
ElaboratedType in one go, versus removing it from one type at a time, as
that would present much more churn to the users. Also, the nested name
specifier having a different API avoids missing changes related to how
prefixes work now, which could make existing code compile but not work.

How to review: The important changes are all in
`clang/include/clang/AST` and `clang/lib/AST`, with also important
changes in `clang/lib/Sema/TreeTransform.h`.

The rest and bulk of the changes are mostly consequences of the changes
in API.

PS: TagType::getDecl is renamed to `getOriginalDecl` in this patch, just
for easier to rebasing. I plan to rename it back after this lands.

[HLSL] Implement intangible AST type (#97362)
HLSL has a set of intangible types which are described in in the
[draft HLSL Specification
(**[Basic.types]**)](https://microsoft.github.io/hlsl-specs/specs/hlsl.pdf):
  There are special implementation-defined types such as handle types,
  which fall into a category of standard intangible types. Intangible
  types are types that have no defined object representation or value
  representation, as such the size is unknown at compile time.

  A class type T is an intangible class type if it contains an base
  classes or members of intangible class type, standard intangible type,
  or arrays of such types. Standard intangible types and intangible class
  types are collectively called intangible
  types([9](https://microsoft.github.io/hlsl-specs/specs/hlsl.html#Intangible)).

This PR implements one standard intangible type `__hlsl_resource_t`
and sets up the infrastructure that will make it easier to add more
in the future, such as samplers or raytracing payload handles. The
HLSL intangible types are declared in
`clang/include/clang/Basic/HLSLIntangibleTypes.def` and this file is
included with related macro definition in most places that require edits
when a new type is added.

The new types are added as keywords and not typedefs to make sure they
cannot be redeclared, and they can only be declared in builtin implicit
headers. The `__hlsl_resource_t` type represents a handle to a memory
resource and it is going to be used in builtin HLSL buffer types like this:

        template <typename T>
        class RWBuffer {
          [[hlsl::contained_type(T)]]
          [[hlsl::is_rov(false)]]
          [[hlsl::resource_class(uav)]]
          __hlsl_resource_t Handle;
        };

Part 1/3 of llvm/llvm-project#90631.

[Clang][Index] Add support for dependent class scope explicit specializations of function templates to USRGenerator (#98027)
Given the following:
```
template<typename T>
struct A
{
    void f(int); // #1
    template<typename U>
    void f(U); // #2
    template<>
    void f<int>(int); // #3
};
```
Clang will generate the same USR for `#1` and `#2`. This patch fixes the
issue by including the template arguments of dependent class scope
explicit specializations in their USRs.

[Clang][Comments] Add argument parsing for @throw @throws @exception (#84726)
Doxygen allows for the `@throw`, `@throws`, and `@exception` commands to
have an attached argument indicating the type being thrown. Currently,
Clang's AST parsing doesn't support parsing out this argument from doc

This PR implements parsing of arguments for the `@throw`, `@throws`, and
`@exception` commands. Each command can only have one argument, matching
the semantics of Doxygen.

[clang] NFCI: use TemplateArgumentLoc for NTTP DefaultArgument (#92852)
This is an enabler for https://github.com/llvm/llvm-project/pull/92855

This allows an NTTP default argument to be set as an arbitrary

packs, integral constants, and such.

[clang] NFCI: use TemplateArgumentLoc for type-param DefaultArgument (#92854)
This is an enabler for a future patch.

This allows an type-parameter default argument to be set as an arbitrary

This allows template parameter packs to have default arguments in the

This will be used in a later patch which synthesizes template parameter
lists with arbitrary default arguments taken from template
specializations.

There are a few places we used SubsType, because we only had a type, now
we use SubstTemplateArgument.
SubstTemplateArgument was missing arguments for setting Instantiation
location and entity names.
Adding those is needed so we don't regress in diagnostics.

[Clang][HLSL] Add environment parameter to availability attribute (#89809)
Add `environment` parameter to Clang availability attribute. The allowed
values for this parameter are a subset of values allowed in the
`llvm::Triple` environment component. If the `environment` parameters is
present, the declared availability attribute applies only to targets
with the same platform and environment.

This new parameter will be initially used for annotating HLSL functions
for the `shadermodel` platform because in HLSL built-in function
availability can depend not just on the shader model version (mapped to
`llvm::Triple::OSType`) but also on the target shader stage (mapped to
`llvm::Triple::EnvironmentType`). See example in #89802 and
microsoft/hlsl-specs#204 for more details.

The environment parameter is currently supported only for HLSL.

[Clang] Unify interface for accessing template arguments as written for class/variable template specializations (#81642)
Our current method of storing the template arguments as written for
`(Class/Var)Template(Partial)SpecializationDecl` suffers from a number
of flaws:
- We use `TypeSourceInfo` to store `TemplateArgumentLocs` for class
template/variable template partial/explicit specializations. For
variable template specializations, this is a rather unintuitive hack (as
we store a non-type specialization as a type). Moreover, we don't ever
*need* the type as written -- in almost all cases, we only want the
template arguments (e.g. in tooling use-cases).
- The template arguments as written are stored in a number of redundant
data members. For example, `(Class/Var)TemplatePartialSpecialization`
have their own `ArgsAsWritten` member that stores an
`ASTTemplateArgumentListInfo` (the template arguments).
`VarTemplateSpecializationDecl` has yet _another_ redundant member
"`TemplateArgsInfo`" that also stores an `ASTTemplateArgumentListInfo`.

This patch eliminates all
`(Class/Var)Template(Partial)SpecializationDecl` members which store the
template arguments as written, and turns the `ExplicitInfo` member into
a `llvm::PointerUnion<const ASTTemplateArgumentListInfo*,
ExplicitInstantiationInfo*>` (to avoid unnecessary allocations when the
declaration isn't an explicit instantiation). The template arguments as
written are now accessed via `getTemplateArgsWritten` in all cases.

The "most breaking" change is to AST Matchers, insofar that `hasTypeLoc`
will no longer match class template specializations (since they no
longer store the type as written).

- `noundef` attribute and opaque pointers in `template-arguments` test;

- analysis for C++17 mode is turned off for templates in
`warn-bool-conversion` test; in C++17 and C++20 mode, array reference
used as a template argument of pointer type produces template argument

`BuildExpressionFromNonTypeTemplateArgumentValue` makes
`OpaqueValueExpr` for it, and `DiagnoseAlwaysNonNullPointer` cannot see

`if constexpr`;

- `temp.arg.nontype/p1.cpp` and `dr18xx.cpp` tests fixed.

This reapplies ddbcc10b9e26b18f6a70e23d0611b9da75ffa52f, except for a tiny part that was reverted separately: 65331da0032ab4253a4bc0ddcb2da67664bd86a9. That will be reapplied later on, since it turned out to be more involved.

This commit is enabled by 5523fefb01c282c4cbcaf6314a9aaf658c6c145f and f0f548a65a215c450d956dbcedb03656449705b9, specifically the part that makes 'clang-tidy/checkers/misc/header-include-cycle.cpp' separator agnostic.

ddbcc10b9e [clang] NFCI: Adopt SourceManager::getFileEntryRefForID()
This commit replaces some calls to the deprecated `FileEntry::getName()` with `FileEntryRef::getName()` by swapping current usages of `SourceManager::getFileEntryForID()` with `SourceManager::getFileEntryRefForID()`. This lowers the number of usages of the deprecated `FileEntry::getName()` from 95 to 50.

cmake: add missing dependencies on ClangDriverOptions tablegen
The modules build trips over this frequently because there is no textual
include of the tablegen output, but the module includes it.
