[Clang] Add predefined macros for integer constants (#123514)
This adds predefined macros for integer constants to implement section 7.18.4 of ISO/IEC 9899:1999 in `<stdint.h>` in a safe way:

```
__INT8_C(c)
__INT16_C(c)
__INT32_C(c)
__INT64_C(c)
__INTMAX_C(c)
__UINT8_C(c)
__UINT16_C(c)
__UINT32_C(c)
__UINT64_C(c)
__UINTMAX_C(c)
```

Which improves compatibility with GCC and makes it trivial to implement
section 7.18.4 of ISO/IEC 9899:1999.

Clang defines `__INT<N>_C_SUFFIX__`, `__UINT<N>_C_SUFFIX__`,
`__INTAX_C_SUFFIX__` and `__UINTMAX_C_SUFFIX__`, but these macros are
useless for this purpose.

Let's say, for example, that `__INT64_C_SUFFIX__` expands to `L` or
`LL`. If the user defines them as a macros, the compiler will produce
errors if `INT64_C` is implemented in `<stdint.h>` using
`__INT64_C_SUFFIX__`:

**minimal-test.c:**
```cpp
#if defined(__clang__) & !defined(__INT64_C)
#	pragma clang diagnostic push
#	pragma clang diagnostic ignored "-Wreserved-identifier"
#	define __PSTDC_INT_C_(literal, suffix) literal##suffix
#	define __PSTDC_INT_C(literal, suffix) __PSTDC_INT_C_(literal, suffix)
#	define INT64_C(literal) __PSTDC_INT_C(literal, __INT64_C_SUFFIX__)
#	pragma clang diagnostic pop
#elif defined(__GNUC__)
#	define INT64_C __INT64_C
#endif
typedef __INT64_TYPE__ int64_t;
#define L  "Make Clang produce an error"
#define LL "Make Clang produce an error"
int main(int argc, char **argv)
	{
	(void)argc; (void)argv;
	int64_t v = INT64_C(9223372036854775807);
	(void)v;
	return 0;
	}
```

54c79fa53c [test] Replace aarch64-*-eabi with aarch64
Also replace aarch64_be-*-eabi with aarch64_be

Using "eabi" for aarch64 targets is a common mistake and warned by Clang Driver.
We want to avoid it elsewhere as well. Just use the common "aarch64" without
other triple components.

2497d5aa77 Define _GNU_SOURCE for arm baremetal in C++ mode.
This matches other C++ drivers e.g. Linux that define
_GNU_SOURCE. This lets clang compiler more code by default
without explicitly passing _GNU_SOURCE on command line.

95bbe9a193 [clang][ARM] follow GCC behavior for defining __SOFTFP__
GCC behavior regarding defining __SOFTFP__ when (implicitly) specifying
-mfloat-abi=softfp:
- compile without (implicit) FP: define __SOFTFP__
- compile with (implicit) FP: don't define __SOFTFP__

Currently Clang doesn't define __SOFTFP__ when softfp is specified, either with
or without FP. This patch brings Clang in line with GCC behavior.

Revert "Add support for floating-point option ffp-eval-method and for"
This reverts commit 32b73bc6ab8234b670c34d5ef999300e072cc706.

This breaks builds on macOS in some configurations, because
__FLT_EVAL_METHOD__ is set to an unexpected value.

cec7c2b32e Revert "[CLANG][PATCH][FPEnv] Add support for option -ffp-eval-method and extend #pragma float_control similarly"
The intent of this patch is to add support of -fp-model=[source|double|extended] to allow
the compiler to use a wider type for intermediate floating point calculations. As a side
effect to that, the value of FLT_EVAL_METHOD is changed according to the pragma
float_control.
Unfortunately some issue was uncovered with this change in preprocessing. See details in
https://reviews.llvm.org/D93769 . We are therefore reverting this patch until we find a way
to reconcile the value of FLT_EVAL_METHOD, the pragma and the -E flow.

This reverts commit 66ddac22e2a7f268e91c26d694112970dfa607ae.

66ddac22e2 [CLANG][PATCH][FPEnv] Add support for option -ffp-eval-method and extend #pragma float_control similarly
The Intel compiler ICC supports the option "-fp-model=(source|double|extended)"
which causes the compiler to use a wider type for intermediate floating point
calculations. Also supported is a way to embed this effect in the source
program with #pragma float_control(source|double|extended).
This patch extends pragma float_control syntax, and also adds support
for a new floating point option "-ffp-eval-method=(source|double|extended)".

extended: intermediate results use extended precision
