Revert "[libc++] Introduce ABI sensitive areas to avoid requiring _LIBCPP_HIDE_FROM_ABI everywhere (#131156)" (#141756)
This reverts commit c861fe8a71e64f3d2108c58147e7375cd9314521.

Unfortunately, this use of hidden visibility attributes causes
user-defined specializations of standard-library types to also be marked
hidden by default, which is incorrect. See discussion thread on #131156.

...and also reverts the follow-up commits:

[libc++] Introduce ABI sensitive areas to avoid requiring _LIBCPP_HIDE_FROM_ABI everywhere (#131156)
This patch introduces `_LIBCPP_{BEGIN,END}_EXPLICIT_ABI_ANNOTATIONS`,
which allow us to have implicit annotations for most functions, and just
where it's not "hide_from_abi everything" we add explicit annotations.
This allows us to drop the `_LIBCPP_HIDE_FROM_ABI` macro from most
functions in libc++.

[NFC][libc++][chrono] Removes dead code. (#132104)
For certain time_points there are specializations of __convert_to_tm.
This means the non-specialized version is never called. This means some
of the `if constexpr` will never be true. These are removed.

Since there is a `static_assert` accidental removal of the
specialization will make the code ill-formed.

[libc++] Qualify calls to nullary functions like __throw_foo (#122465)
This is technically not necessary in most cases to prevent issues with ADL,
but let's be consistent. This allows us to remove the libcpp-qualify-declval
clang-tidy check, which is now enforced by the robust-against-adl clang-tidy check.

[libc++][TZDB] Fixes mapping of nonexisting time. (#127330)
All non-existing local times in a contiguous range should map to the
same time point. This fixes a bug, were the times inside the range were
mapped to the wrong time.

[libc++][RFC] Always define internal feature test macros (#89178)
Currently, the library-internal feature test macros are only defined if
the feature is not available, and always have the prefix
`_LIBCPP_HAS_NO_`. This patch changes that, so that they are always
defined and have the prefix `_LIBCPP_HAS_` instead. This changes the
canonical use of these macros to `#if _LIBCPP_HAS_FEATURE`, which means
that using an undefined macro (e.g. due to a missing include) is
diagnosed now. While this is rather unlikely currently, a similar change
in `<__configuration/availability.h>` caught a few bugs. This also
improves readability, since it removes the double-negation of `#ifndef
_LIBCPP_HAS_NO_FEATURE`.

The current patch only touches the macros defined in `<__config>`. If
people are happy with this approach, I'll make a follow-up PR to also
change the macros defined in `<__config_site>`.

[libc++][modules] Guard carved-out headers more consistently (#108637)
Several headers that should not be provided when localization or threads
are disabled were not guarded. That works until one tries to build with
modules and these headers get pulled in.

Note that this could be cleaned up further into something more
systematic, but this patch solves the immediate problems I ran into with
the monolithic modulemap and doesn't create any new inconsistency that
wasn't already there.

`__has_cpp_attribute(__nodiscard__)` is always true now, so we might as
well replace `_LIBCPP_NODISCARD`. It's one less macro that can result in
bad diagnostics.

[libc++][chono] Use hidden friends for leap_second comparison. (#104713)
The function

    template<class Duration>
requires three_way_comparable_with<sys_seconds, sys_time<Duration>>
constexpr auto operator<=>(const leap_second& x, const
sys_time<Duration>& y) noexcept;

Has a recursive constrained. This caused an infinite loop in GCC and is
now hit by https://github.com/llvm/llvm-project/pull/102857.

A fix would be to make this function a hidden friend, this solution is
propsed in LWG4139.

For consistency all comparisons are made hidden friends. Since the issue
causes compilation failures no additional test are needed.

[libc++][chrono] Remove non-standard relational operators for std::chrono::weekday (#98730)
These operators are absent in https://eel.is/c++draft/time.syn and a note in
https://eel.is/c++draft/time.cal.wd.overview#1 indicates that the absence is 
intended.

This patch removes the undocumented extension, while providing a migration path
for vendors by providing the `_LIBCPP_ENABLE_REMOVED_WEEKDAY_RELATIONAL_OPERATORS`
macro. This macro will be honored for the LLVM 19 release and will be removed after 
that, at which point allocator will be removed unconditionally.

[libc++][chrono] Fix streaming for unsigned durations. (#97889)
This fixes formatting for durations using the unsigned types unsigned
short, unsigned, unsigned long, and unsigned long long. It does not
allow the unsigned char type. Since the formatting function uses
ostream::operator<< this type probably does not do what it should do.

Note that based on the standard all arithmetic types are allowed,
including bool, char, wchar_t. These types are not implemented either.
Allowing them seems like a defect in the Standard.

No effort is done to support user-defined types; the wording in the
Standard is unclear regarding the constrains for these types.

[LWG 4118](https://cplusplus.github.io/LWG/issue4118) discusses this
issue further.

Note the implementation of

is not correct; however the wording cannot be easily implemented. It
could be if the object caches the local_time assigned. However this does
not seem to intended. The current implementation matches MSVC STL and
libstdc++.

[libc++][NFC] Run clang-format on libcxx/include again (#95874)
As time went by, a few files have become mis-formatted w.r.t.
clang-format. This was made worse by the fact that formatting was not
being enforced in extensionless headers. This commit simply brings all
of libcxx/include in-line with clang-format again.

We might have to do this from time to time as we update our clang-format
version, but frankly this is really low effort now that we've formatted
everything once.

[libc++] Add default copy ctor to "__chrono/exception.h" (#95338)
After PR#90394, "__chrono/exception.h" will trigger
"deprecated-copy-with-user-provided-dtor" warning on Windows x64 runtime
testing with ToT Clang. This patch addresses this issue by explicitly
adding those default copy ctors.

It is a bit weird that the same warning will not happen when testing on
Linux x64 under the same condition, despite the warning flag was enabled
(with `-Wdeprecated-copy -Wdeprecated-copy-dtor`). It might be a bug.

[libc++] Make the __availability header a sub-header of __config (#93083)
In essence, this header has always been related to configuration of
the library but we didn't want to put it inside <__config> due to
complexity reasons. Now that we have sub-headers in <__config>, we
can move <__availability> to it and stop including it everywhere since
we already obtain the required macros via <__config>.

When trying to express a time before the epoch (e.g. "one nanosecond
before 00:01:40 on 1900-01-01")
the date would be shown as:

  1900-01-01 00:01:39.-00000001

After this patch, that time would be correctly shown as:

  1900-01-01 00:01:39.999999999
