af8c49dc1e [libc++] Introduce a setting to remove fstream from the library
This allows porting the library to platforms that are able to support
<iostream> but that do not have a notion of a filesystem, and where it
hence doesn't make sense to support std::fstream (and never will).

Also, remove reliance on <fstream> in various tests that didn't
actually need it.

29378ab24b [libc++] Implement P2438R2 (std::string::substr() &&)
This doesn't affect our ABI because `std::string::substr()` isn't in the dylib and the mangling of `substr() const` and `substr() const&` are different.

243da90ea5 [libc++] Add the C++17 <memory_resource> header (mono-patch)
This patch is the rebase and squash of three earlier patches.
It supersedes all three of them.

- D47111: experimental monotonic_buffer_resource.
- D47358: experimental pool resources.
- D47360: Copy std::experimental::pmr to std::pmr.

The significant difference between this patch and the-sum-of-those-three
is that this patch does not add `std::experimental::pmr::monotonic_buffer_resource`
and so on. This patch simply adds the C++17 standard facilities, and
leaves the `std::experimental` namespace entirely alone.

c2df707666 [libc++] Suppress -Wctad-maybe-unsupported on types w/o deduction guides
There are a handful of standard library types that are intended
to support CTAD but don't need any explicit deduction guides to
do so.

This patch adds a dummy deduction guide to those types to suppress
-Wctad-maybe-unsupported (which gets emitted in user code).

This is a re-application of the original patch by Eric Fiselier in
fcd549a7d828 which had been reverted due to reasons lost at this point.
I also added the macro to a few more types. Reviving this patch was
prompted by the discussion on https://llvm.org/D133425.

7e7013c5d4 [libc++][cuchar] Declare std::c8rtomb and std::mbrtoc8 in <cuchar> if available.
This change implements the C library dependent portions of P0482R6
(char8_t: A type for UTF-8 characters and strings (Revision 6)) by
declaring std::c8rtomb() and std::mbrtoc8() in the <cuchar> header
when implementations are provided by the C library as specified by
WG14 N2653 (char8_t: A type for UTF-8 characters and strings
(Revision 1)) as adopted for C23.

A _LIBCPP_HAS_NO_C8RTOMB_MBRTOC8 macro is defined by the libc++ __config
header unless it is known that the C library provides these functions
in the current compilation mode. This macro is used for testing purposes
and may be of use to libc++ users. At present, the only C library known
to implement these functions is GNU libc as of its 2.36 release.

63d88ed5bf [libcxx] [test] Split the TEST_HAS_SANITIZERS define into TEST_IS_EXECUTED_IN_A_SLOW_ENVIRONMENT
This makes its role clearer. It's plausible that one may want to manually
define TEST_IS_EXECUTED_IN_A_SLOW_ENVIRONMENT when running the tests in
some environments - in particular, it seems to be necessary to use the
higher tolerance timeouts if running the tests on Windows runners
on Github Actions.

Also add the descriptive comment in one file where it was missing.

d7e0cec60e [libc++][test] Mark test_comparisons.h helpers as nodiscard
I accidentally wrote `testComparisons(...)` instead of
`assert(testComparisons(...))`. This compiled without issues, but
did not provide the intended test coverage. By adding a `nodiscard`,
we can make sure that the compiler catches such mistakes for us.

c23e2c015f [libcxx] Fixed a number of typos
I went over the output of the following mess of a command:

`(ulimit -m 2000000; ulimit -v 2000000; git ls-files -z | parallel --xargs -0 cat | aspell list --mode=none --ignore-case | grep -E '^[A-Za-z][a-z]*$' | sort | uniq -c | sort -n | grep -vE '.{25}' | aspell pipe -W3 | grep : | cut -d' ' -f2 | less)`

and proceeded to spend a few days looking at it to find probable typos
and fixed a few hundred of them in all of the llvm project (note, the
ones I found are not anywhere near all of them, but it seems like a
good start).

507125af3d [libc++] Rename __libcpp_assertion_handler to __libcpp_verbose_abort
With the goal of reusing that handler to do other things besides
handling assertions (such as terminating when an exception is thrown
under -fno-exceptions), the name `__libcpp_assertion_handler` doesn't
really make sense anymore.

Furthermore, I didn't want to use the name `__libcpp_abort_handler`,
since that would give the impression that the handler is called
whenever `std::abort()` is called, which is not the case at all.

7de5aca84c [libc++] Generalize the customizeable assertion handler
Instead of taking a fixed set of arguments, use variadics so that
we can pass arbitrary arguments to the handler. This is the first
step towards using the handler to handle other non-assertion-related
failures, like std::unreachable and an exception being thrown in
-fno-exceptions mode, which would improve user experience by including
additional information in crashes (right now, we call abort() without
additional information).

b4722cc4c9 [libc++][test] Fix infinite loop when mkstemp fails
mkstemp is guaranteed to make at least TMP_MAX attempts to create the
random file, and if it can't, it fails with EEXIST. get_temp_file_name
shouldn't call mkstemp again if it fails with anything other than
EEXIST. A single mkstemp call seems sufficient.

On Android, I've seen mkstemp fail with:
 - EROFS (because cwd wasn't set to a writable filesystem)
 - EACCES (because cwd pointed to a dir owned by root, but the test
   program was running as the shell user instead)

Previously, get_temp_file_name would run forever in these situations.
