This commit handles the following types:

This PR makes it so that `CompilerInvocation` needs to be provided to
`CompilerInstance` on construction. There are a couple of benefits in my
view:
* Making it impossible to mis-use some `CompilerInstance` APIs. For
example there are cases, where `createDiagnostics()` was called before
`setInvocation()`, causing the `DiagnosticEngine` to use the
default-constructed `DiagnosticOptions` instead of the intended ones.
* This shrinks `CompilerInstance`'s state space.
* This makes it possible to access **the** invocation in
`CompilerInstance`'s constructor (to be used in a follow-up).
Starting with 41e3919ded78d8870f7c95e9181c7f7e29aa3cc4 DiagnosticsEngine
creation might perform IO. It was implicitly defaulting to
getRealFileSystem. This patch makes it explicit by pushing the decision
making to callers.
It uses ambient VFS if one is available, and keeps using
`getRealFileSystem` if there aren't any VFS.
- Rename the IsSystem flag to be IsAngled since that's how callers
actually use the flag.
- Since frameworks by convention use <> style includes, make sure
we treat them as Angled
Also update clangd's custom logic for frameworks accordingly.

This change refactors the MuiltiplexExternalSemaSource to take ownership
of the underlying sources. As a result it makes a larger cleanup of
external source ownership in Sema and the ChainedIncludesSource.

Rename methods to clearly signal when they only deal with ASCII,
simplify the parsing of identifier, and use start/continue instead of
head/body for consistency with Unicode terminology.
This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.
Now that we've moved to C++14, we no longer need the llvm::make_unique
implementation from STLExtras.h. This patch is a mechanical replacement
of (hopefully) all the llvm::make_unique instances across the monorepo.

The FileManager has been updated to return llvm::ErrorOr from getFile
and getDirectory, this commit updates all the callers of those APIs from
clang.

Summary:
Currently HeaderSearch only looks at SearchDir's passed into it, but in
addition to those paths headers can be relative to including file's directory.
This patch makes sure that is taken into account.
