[clang-tidy][NFC] fix 'misc-use-internal-linkage' check warnings (#143482)
Run misc-use-internal-linkage check over clang-tidy code. 
Also fixed a couple of other clang-tidy warnings.

Apart from issues in header files, all '.cpp' in
`clang-tools-extra/clang-tidy` must be clang-tidy clear now.

[clang-tidy] Fix performance-move-const-arg false negative in ternary… (#128402)
This PR aims to fix `performance-move-const-arg` #126515

## Changes
Enhanced the `performance-move-arg` check in Clang-Tidy to detect cases
where `std::move` is used
in **ternary operator expressions which was not being matched therefore
being tagged as a false negative**

## Testing
- A new mock class has been where the changes have been tested & all
tests pass

I'd appreciate any feedback since this is my first time contributing to
LLVM.

82d4dc20ef [clang-tidy] Improve performance-move-const-arg message when no move constructor is available
We now display a simple note if the reason is that the used class does not
support move semantics.

This fixes llvm#62550

d038faea46 [clang-tidy] add option performance-move-const-arg.CheckMoveToConstRef
This option allows callers to disable the warning from
https://clang.llvm.org/extra/clang-tidy/checks/performance-move-const-arg.html
that would warn on the following

```
void f(const string &s);
string s;
f(std::move(s));  // ALLOWED if performance-move-const-arg.CheckMoveToConstRef=false
```

The reason people might want to disable this check, is because it allows
callers to use `std::move()` or not based on local reasoning about the
argument, and without having to care about how the function `f` accepts
the argument. Indeed, `f` might accept the argument by const-ref today,
but change to by-value tomorrow, and if the caller had moved the
argument that they were finished with, the code would work as
efficiently as possible regardless of how `f` accepted the parameter.

a7f8aea714 [clang-tidy] Fix wrong FixIt in performance-move-const-arg
There are incorrect Fixit and missing warnings:
case :
A trivially-copyable object wrapped by std::move is passed to the function with rvalue reference parameters. Removing std::move will cause compilation errors.
```
void showInt(int&&) {}
void testInt() {
    int a = 10;
    // expect: warning + nofix
    showInt(std::move(a));  // showInt(a) <--- wrong fix
}

struct Tmp {};
void showTmp(Tmp&&) {}
void testTmp() {
    Tmp t;
    // expect: warning + nofix
    showTmp(std::move(t));  // showTmp(t) <--- wrong fix
}
```

2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.
