I'd like to use RedundantStringCStrCheck's formatDereference function
from the up-coming modernize-use-std-print check. Let's move it to
FixItHintUtils so that the implementation can be shared.

ba15d186e5 [clang] Use -std=c++23 instead of -std=c++2b
During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.

This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.

Drive-by fixes c++1z -> c++17 and c++2a -> c++20 when seen.

4e901cda72 [clang-tidy] Support readability-redundant-string-cstr.StringParameterFunctions option
Add StringParameterFunctions option to allow the
readability-redundant-string-cstr check to work with library functions
such as fmt::format and spdlog::logger:info that are able to support
std::string arguments in addition to const char * ones.

57b78faa9e [clang-tidy] Support std::format and std::print in readability-redundant-string-cstr
std::format (C++20) and std::print (C++23) are perfectly happy to accept
std::string arguments. Converting them to C-style strings by calling
c_str() is unnecessary and may cause extra walking of the string to
determine its length.

9c8bc090a0 [clang-tidy] Fix readability-redundant-string-cstr for smart pointer #576705
Fix the readability-redundant-string-cstr check to correctly replace
calls to c_str() via an overloaded operator-> (such as from an
iterator.)

Previously, the fix for `i->c_str()` would be `*i->`. Using consume_back
to remove any trailing `->` results in the correct `*i`.

Add some lit check test cases too.

f325b5b8cb [clang-tidy] Support std::string_view in readability-redundant-string-cstr

llvm::StringRef and this change extends this set with including
std::string_view as well.

[clang-tidy] Fix RedundantStringCStrCheck with r values
The previous fix for this, https://reviews.llvm.org/D76761, Passed test cases but failed in the real world as std::string has a non trivial destructor so creates a CXXBindTemporaryExpr.

This handles that shortfall and updates the test case std::basic_string implementation to use a non trivial destructor to reflect real world behaviour.

adcd026838 Make llvm::StringRef to std::string conversions explicit.
This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.

This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.

This doesn't actually modify StringRef yet, I'll do that in a follow-up.

2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

9cfd8cea6b [clang-tidy] Add more detection rules for redundant c_str calls.
Summary:
The string class contains methods which support receiving either a string literal or a string object.

For example, calls to append can receive either a char* or a string.
```
  string& append (const string& str);
  string& append (const char* s);
```

Which make these cases equivalent, and the .c_str() useless:
```
  std::string s = "123";
  str.append(s);
  str.append(s.c_str());
```

In these cases, removing .c_str()  doesn't provide any size or speed improvement.
It's only a readability issue.

If the string contains embedded NUL characters,  the string literal and the string
object won't produce the same semantic.

cb7ce98486 [clang-tidy] Add support for different char-types for the readability-redundant-string-cstr checker.
Summary:
The current checker is able to recognize std::string but does not recognize other string variants.
This patch is adding the support for any string defined with basic_string without considering the
the underlying char type.

The most common variant is: 'std::wstring' based on 'wchar_t'.

There are also other string variants added to the standard: u16string, u32string, etc...

4c3b55cfce [clang-tidy] Fix redundant-string-cstr check with msvc 14 headers.
Summary:
The string constructors are not defined using optional parameters and are not recognize by the checker.

The constructor defined in the MSVC header is defined with 1 parameter. Therefore, patterns are not recognized by the checker.
The current patch add support to accept constructor with only one parameter.

Repro on a Visual Studio 14 installation with the following code:

void f1(const std::string &s) {
  f1(s.c_str());
}
```

In the xstring.h header, the constructors are defined this way:
```
basic_string(const _Myt& _Right) [...]
basic_string(const _Myt& _Right, const _Alloc& _Al) [...]
```

The CXXConstructExpr to recognize only contains 1 parameter.

1f1b067036 Disable clang-tidy readability checkers when not compiling in C++ mode. None of the checkers require additional testing as the tests will not compile for other languages or modes, or the checkers would never match a valid construct.
