[clang] Crash when referencing capture in static lambda (#74661)
The constant evaluator could try to reference a lambda capture in a
static lambda call operator. Static lambdas can't have captures, so we
simply abort. Either the lambda needs to be made non-static, or the
capture (and reference to it) need to be removed.

ba15d186e5 [clang] Use -std=c++23 instead of -std=c++2b
During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.

This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.

Drive-by fixes c++1z -> c++17 and c++2a -> c++20 when seen.

4444eeb753 Improve requirement clause limitation on non templated function
The current implementation 6da3d66f03f9162ef341cc67218be40e22fe9808
got a few things wrong, particularly that a template, or  definition
or member in a templated entity is required to be allowed to have a
trailing requires clause.

This patch corrects this, as reproted by #61748

2cb2cd242c Change the behavior of implicit int diagnostics
C89 allowed a type specifier to be elided with the resulting type being
int, aka implicit int behavior. This feature was subsequently removed
in C99 without a deprecation period, so implementations continued to
support the feature. Now, as with implicit function declarations, is a
good time to reevaluate the need for this support.

This patch allows -Wimplicit-int to issue warnings in C89 mode (off by
default), defaults the warning to an error in C99 through C17, and
disables support for the feature entirely in C2x. It also removes a
warning about missing declaration specifiers that really was just an
implicit int warning in disguise and other minor related cleanups.

a99b8ae390 [clang] [PR49736] [C++2b] Correctly reject lambdas with requires clause and no parameter list
This fixes http://llvm.org/PR49736 caused by implementing http://wg21.link/P1102 (https://reviews.llvm.org/rG0620e6f4b76a9725dbd82454d58c5a68a7e47074), by correctly allowing requires-clause only:
1) directly after template-parameter-list
2) after lambda-specifiers iff parameter-declaration-clause is present (2nd kind of lambda-declarator)
