[clang] Extend diagnose_if to accept more detailed warning information, take 2 (#119712)
This is take two of #70976. This iteration of the patch makes sure that
custom
diagnostics without any warning group don't get promoted by `-Werror` or
`-Wfatal-errors`.

This implements parts of the extension proposed in
https://discourse.llvm.org/t/exposing-the-diagnostic-engine-to-c/73092/7.

Specifically, this makes it possible to specify a diagnostic group in an
optional third argument.

98322d3eb4 Complete the implementation of P2361 Unevaluated string literals
The attributes changes were left out of Clang 17.
Attributes that used to take a string literal now accept an unevaluated
string literal instead, which means they reject numeric escape sequences
and strings literal with an encoding prefix - but the later was already
ill-formed in most cases.

We need to know that we are going to parse an unevaluated string literal
before we do - so we can reject numeric escape sequence,
so we derive from Attrs.td which attributes parameters are expected
to be string literals.

1c2558021c Use functions with prototypes when appropriate; NFC
A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,

  void func();

becomes

  void func(void);

This is the final batch of tests being updated to add prototypes,
hopefully.

ce6284b179 Change how we handle diagnose_if attributes.
This patch changes how we handle argument-dependent `diagnose_if`
attributes. In particular, we now check them in the same place that we
check for things like passing NULL to Nonnull args, etc. This is
basically better in every way than how we were handling them before. :)

This fixes PR31638, PR31639, and PR31640.

Summary: In order for libc++ to meaningfully use `diagnose_if` warnings they need to be emitted from system headers by default. This patch changes the `diagnose_if` warning diagnostic to be shown in system headers.

177399e227 Add the diagnose_if attribute to clang.
`diagnose_if` can be used to have clang emit either warnings or errors
for function calls that meet user-specified conditions. For example:

```
constexpr int foo(int a)
  __attribute__((diagnose_if(a > 10, "configurations with a > 10 are "
                                      "expensive.", "warning")));

int f1 = foo(9);
int f2 = foo(10); // warning: configuration with a > 10 are expensive.
int f3 = foo(f2);
```

It currently only emits diagnostics in cases where the condition is
guaranteed to always be true. So, the following code will emit no
warnings:

```
constexpr int bar(int a) {
  foo(a);
  return 0;
}

constexpr int i = bar(10);
```

We hope to support optionally emitting diagnostics for cases like that
(and emitting runtime checks) in the future.

Release notes will appear shortly. :)
