[builtins] Convert more int to fp functions to use common implementation (#67540)
Builds on #66903, converting the rest of the low-hanging fruit to use
the common implementation.

See https://github.com/llvm/llvm-project/pull/67540#issuecomment-1766499179 for links to Alive2 comparisons of before/after.

8b1e81f03c [builtins] Fix -Wshift-count-overflow warnings for targets with 16-bit int
Without this fix we got warnings like
/repo/llvm/compiler-rt/lib/builtins/floattidf.c:67:29: warning: shift count >= width of type [-Wshift-count-overflow]
                 ((e + 1023) << 20) | // exponent
                             ^ ~~
 1 warning generated.
when compiling for a target with 16-bit int.

In floatundisf.c the type of "e" was already changed to "si_int" in
4d41df6482, now we do the same in a couple of other files where "e" is
also left shifted 20/23 steps.

57b08b0944 Update more file headers across all of the LLVM projects in the monorepo
to reflect the new license. These used slightly different spellings that
defeated my regular expressions.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.
