The current pattern was failing OpenACC semantics in acc parse tree
canonicalization:
```
!acc loop
!dir vector aligned
do i=1,n
...
```
Fix it by moving the directive before the OpenACC construct node.
Note that I think it could make sense to propagate the $dir info to the
acc.loop, at least with classic flang, the $dir seems to make a
difference. This is not done here since few directives are supported
anyway.
This patch adds support for labeled do loop after combined directive. It
relaxes the initial parser and canonicalize labeled do loop into the
OpenACCCombinedConstruct.
Some compilers accept `!$acc end loop` associated with an `!$acc loop`
directive. This patch updates the acc loop parser to accept it as well.
The parser is also updated to be stricter on the following statement
to match the OpenACC combined construct parser.
The rewrite canonicalization is not a rewrite anymore and the naming
will be updated in a follow up patch for the Loop and Combined constructs.

CheckDoConcurrentClauseRestriction and CheckTileClauseRestriction expect
that the construct has associated DoConstruct, while it is not set
when the do-loop has no loop control. The change is to skip the clauses
checks, when the do-loop does not have the loop control.
An alternative fix would be to associate the DoConstruct even when
the do-loop has no loop control and let Check*ClauseRestriction run their
checks, but I am not sure if associating invalid DoConstruct is a good idea.
This fixes failure in Semantics/OpenACC/acc-canonicalization-validity.f90
reported in D142279.

Flang diverges from the llvm coding style in that it requires braces
around the bodies of if/while/etc statements, even when the body is
a single statement.
This commit adds the readability-braces-around-statements check to
flang's clang-tidy config file. Hopefully the premerge bots will pick it
up and report violations in Phabricator.
We also explicitly disable the check in the directories corresponding to
the Lower and Optimizer libraries, which rely heavily on mlir and llvm
and therefore follow their coding style. Likewise for the tools
directory.
We also fix any outstanding violations in the runtime and in
lib/Semantics.

The tile clause in OpenACC 3.0 imposes some restriction. Element in the tile size list are either * or a
constant positive integer expression. If there are n tile sizes in the list, the loop construct must be immediately
followed by n tightly-nested loops.
This patch implement these restrictions and add some tests.

OpenACC combined construct can have an optional end directive. This patch handle this
case in the parsing/unparsing with a canonicalization step. Unlike OmpEndLoopDirective,
this doesn't need a special treatment in the pre-fir tree as there is no clause attached to
a AccEndCombinedDirective.
