Also use ErrnoSetterMatcher to verify the function return values and
verify/clear out errno values. Fix the bug in ErrnoSetterMatcher error
reporting machinery to properly convert errno values into errno names to
make error messages easier to debug.
Having libc_errno outside of the namespace causes versioning issues when
trying to link the tests against LLVM-libc. Most of this patch is just
moving libc_errno inside the namespace in tests. This isn't necessary in
the function implementations since those are already inside the
namespace.
ErrnoSetterMatcher::returns can be misleading as it does not initialize
the errno. This is made worse as later on there is a switch statement on
the errno comparator using __builtin_unreachable(). This patch make
ErrnoSetterMatcher::returns give back a builder that is nomially
different from ErrnoSetterMatcher.
Summary:
The NVPTX backend cannot handle cyclical dependencies on global variable
initializers. That is, a global variable cannot be used to initialize or
reference another global variable inside of it. This situation was
encountered with the new errno tests. This patch simply replaces the
offending function with a constant version to break the dependency and
alllow the tests to run again.
Before this change, ErrnoSetterMatcher only allowed testing for equality
of the expected return and errno values. This change extends it to allow
testing for expected inequalities of the return and errno values. The
test libc.test.src.stdio.fileop_test has been updated to use the
ErrnoSetterMatcher with tests for inequalities.
str method of FPBits class is only used for pretty printing its objects
in tests. It brings cpp::string dependency to FPBits class, which is not ideal
for embedded use case. We move str method to a free function in test utils and
remove this dependency of FPBits class.

Along the way, couple of additional things have been done:
1. Move `ErrnoSetterMatcher.h` to `test/UnitTest` as all other matchers live
there now.
2. `ErrnoSetterMatcher` ignores matching `errno` on GPUs.
