[mlir] Allow using non-attribute properties in declarative rewrite patterns (#143071)
This commit adds support for non-attribute properties (such as
StringProp and I64Prop) in declarative rewrite patterns. The handling
for properties follows the handling for attributes in most cases,
including in the generation of static matchers.

Constraints that are shared between multiple types are supported by
making the constraint matcher a templated function, which is the
equivalent to passing ::mlir::Attribute for an arbitrary C++ type.

[mlir][NFC] Make Property a subclass of PropConstraint (#140848)
In preparation for allowing non-attribute properties in the declaritive
rewrite pattern system, make `Property` a subclass of `PropConstraint`
in tablegen and add a CK_Prop to the Constraint class for tablegen.

Like `TypeConstraint` but unlike other constraints, a `PropConstraint`
has an additional field - the C++ interface type of the property being
constraint (if it's known).

Re-land "[mlir][ODS] Add a generated builder that takes the Properties struct" (#130117) (#130373)
This reverts commit 32f543760c7f44c4c7d18bc00a3a1d8860c42bff.

Investigations showed that the unit test utilities were calling erase(),
causing a use-after-free. Fixed by rearranging checks in the test

[mlir][ODS] Add a generated builder that takes the Properties struct (#124713)
This commit adds builders of the form

```
static void build(..., [TypeRange resultTypes],
                  ValueRange operands, const Properties &properties,
                  ArrayRef<NamedAttribute> discardableAttributes = {},
                  [unsigned numRegions]);
```
to go alongside the existing
result/operands/[inherent + discardable attribute list] collective
builders.

This change is intended to support a refactor to the declarative rewrite
engine to make it populate the `Properties` struct instead of creating a
`DictionaryAttr`, thus enabling rewrite rules to handle non-`Attribute`
properties.

More generally, this means that generic code that would previously call
`getAttrs()` to blend together inherent and discardable attributes can
now use `getProperties()` and `getDiscardableAttrs()` separately, thus
removing the need to serialize everything into a temporary
`DictionaryAttr`.

02596693fa [mlir] Add a postprocessing parameter in Pattern
This adds a parameter SupplementalPatterns in tablegen class Pattern for
postprocessing code. For example, this can be used to ensure ops are
placed in the correct device by copying the atttributes that decide
devicement placement in Tensorflow dialect to prevent performance
regression.

d7314b3c09 [mlir-tblgen] Support binding multi-results of NativeCodeCall
We are able to bind NativeCodeCall result as binding operation. To make
table-gen have better understanding in the form of helper function,
we need to specify the number of return values in the NativeCodeCall
template. A VoidNativeCodeCall is added for void case.

5bc9cc1332 [drr] Enable specifying range in NativeCodeCall replacement.
This enables creating a replacement rule where range of positional replacements
need not be spelled out, or are not known (e.g., enable having a rewrite that
forward all operands to a call generically).

34b5482b33 Support NativeCodeCall binding in rewrite pattern.
We are able to bind the result from native function while rewriting
pattern. In matching pattern, if we want to get some values back, we can
do that by passing parameter as return value placeholder. Besides, add
the semantic of '$_self' in NativeCodeCall while matching, it'll be the
operation that defines certain operand.

bb1d976feb [mlir][flang] use OpBuilder& instead of Builder* in <Op>::build methods
As we start defining more complex Ops, we increasingly see the need for
Ops-with-regions to be able to construct Ops within their regions in
their ::build methods. However, these methods only have access to
Builder, and not OpBuilder. Creating a local instance of OpBuilder
inside ::build and using it fails to trigger the operation creation
hooks in derived builders (e.g., ConversionPatternRewriter). In this
case, we risk breaking the logic of the derived builder. At the same
time, OpBuilder::create, which is by far the largest user of ::build
already passes "this" as the first argument, so an OpBuilder instance is
already available.

Update all ::build methods in all Ops in MLIR and Flang to take
"OpBuilder &" instead of "Builder *". Note the change from pointer and
to reference to comply with the common style in MLIR, this also ensures
all other users must change their ::build methods.

The string in the location is used to provide metadata for the fused location
or create a NamedLoc. This allows tagging individual locations to convey
additional rewrite information.

3f7439b280 [mlir][DRR] Add location directive
Summary:
Add directive to indicate the location to give to op being created. This
directive is optional and if unused the location will still be the fused
location of all source operations.

Currently this directive only works with other op locations, reusing an
existing op location or a fusion of op locations. But doesn't yet support
supplying metadata for the FusedLoc.

Based off initial revision by antiagainst@ and effectively mirrors GlobalIsel
debug_locations directive.
