[mlir][IR] Deprecate match and rewrite functions (#130031)
Deprecate the `match` and `rewrite` functions. They mainly exist for
historic reasons. This PR also updates all remaining uses of in the MLIR
codebase.

This is addressing a
[comment](https://github.com/llvm/llvm-project/pull/129861#pullrequestreview-2662696084)
on an earlier PR.

Note for LLVM integration: `SplitMatchAndRewrite` will be deleted soon,
update your patterns to use `matchAndRewrite` instead of separate
`match` / `rewrite`.

This moves the documentation for defining dialects, attributes/types,
and operations into a new `DefiningDialects` folder. This helps to
keep the documentation grouped together, making it easier to find
related documentation.

86771d0b65 Introduce a ConditionallySpeculatable op interface
This patch takes the first step towards a more principled modeling of undefined behavior in MLIR as discussed in the following discourse threads:

 1. https://discourse.llvm.org/t/semantics-modeling-undefined-behavior-and-side-effects/4812
 2. https://discourse.llvm.org/t/rfc-mark-tensor-dim-and-memref-dim-as-side-effecting/65729

This patch in particular does the following:

 1. Introduces a ConditionallySpeculatable OpInterface that dynamically determines whether an Operation can be speculated.
 2. Re-defines `NoSideEffect` to allow undefined behavior, making it necessary but not sufficient for speculation.  Also renames it to `NoMemoryEffect`.
 3. Makes LICM respect the above semantics.
 4. Changes all ops tagged with `NoSideEffect` today to additionally implement ConditionallySpeculatable and mark themselves as always speculatable.  This combined trait is named `Pure`.  This makes this change NFC.

For out of tree dialects:

 1. Replace `NoSideEffect` with `Pure` if the operation does not have any memory effects, undefined behavior or infinite loops.
 2. Replace `NoSideEffect` with `NoSideEffect` otherwise.

The next steps in this process are (I'm proposing to do these in upcoming patches):

 1. Update operations like `tensor.dim`, `memref.dim`, `scf.for`, `affine.for` to implement a correct hook for `ConditionallySpeculatable`.  I'm also happy to update ops in other dialects if the respective dialect owners would like to and can give me some pointers.
 2. Update other passes that speculate operations to consult `ConditionallySpeculatable` in addition to `NoMemoryEffect`.  I could not find any other than LICM on a quick skim, but I could have missed some.
 3. Add some documentation / FAQs detailing the differences between side effects, undefined behavior, speculatabilty.

782c534117 [ODS] Implement a new 'hasCanonicalizeMethod' bit for cann patterns.
This provides a simplified way to implement 'matchAndRewrite' style
canonicalization patterns for ops that don't need the full power of
RewritePatterns.  Using this style, you can implement a static method
with a signature like:

```
LogicalResult AssertOp::canonicalize(AssertOp op, PatternRewriter &rewriter) {
  return success();
}
```

instead of dealing with defining RewritePattern subclasses.  This also
adopts this for a few canonicalization patterns in the std dialect to
show how it works.

dc4e913be9 [PatternMatch] Big mechanical rename OwningRewritePatternList -> RewritePatternSet and insert -> add. NFC
This doesn't change APIs, this just cleans up the many in-tree uses of these
names to use the new preferred names.  We'll keep the old names around for a
couple weeks to help transitions.

6874726610 [PatternMatching] Add convenience insert method to OwningRewritePatternList. NFC.
This allows adding a C function pointer as a matchAndRewrite style pattern, which
is a very common case.  This adopts it in ExpandTanh to show how it reduces a level
of nesting.

We could allow C++ lambdas here, but that doesn't work as well with type inference
in the common case.  Instead of:

  patterns.insert(convertTanhOp);

you need to specify:

  patterns.insert<math::TanhOp>(convertTanhOp);

which is boilerplate'y.  Capturing state like this is very uncommon, so we choose
to require clients to define their own structs and use the non-convenience method
when they need to do so.

422aaf31da [mlir][Linalg] Add named Linalg ops on tensor to buffer support.
This revision introduces support for buffer allocation for any named linalg op.
To avoid template instantiating many ops, a new ConversionPattern is created to capture the LinalgOp interface.

Some APIs are updated to remain consistent with MLIR style:
`OwningRewritePatternList * -> OwningRewritePatternList &`
`BufferAssignmentTypeConverter * -> BufferAssignmentTypeConverter &`
