These are identified by misc-include-cleaner. I've filtered out those
that break builds. Also, I'm staying away from llvm-config.h,
config.h, and Compiler.h, which likely cause platform- or
compiler-specific build failures.
This PR adds `cmd-options` to the `gpu-lower-to-nvvm-pipeline` pipeline
and the `nvvm-attach-target` pass, allowing users to pass flags to the
downstream compiler, *ptxas*.
Example:

mlir-opt -gpu-lower-to-nvvm-pipeline="cubin-chip=sm_80 ptxas-cmd-options='-v --register-usage-level=8'"
```
`let constructor` is deprecated since the table gen backend emits most
of the glue logic to build a pass. This PR retires the td method for
most (I need another pass) passes in the Conversion directory.
LLVM_HAS_NVPTX_TARGET is automatically set depending on whether NVPTX
was enabled when building LLVM. Use this instead of manually defining
MLIR_ENABLE_CUDA_CONVERSIONS (whose name is a bit misleading btw).
That macro was not defined in some cases and thus yielded warnings if
compiled with `-Wundef`. In particular, they were not defined in the
BUILD files, so the GPU targets were broken when built with Bazel. This
commit exposes mentioned CMake variable through mlir-config.h and uses
the macro that is introduced with the same name. This replaces the macro
MLIR_CUDA_CONVERSIONS_ENABLED, which the CMake files previously defined
manually.
This PR moves lowering of math dialect later in the pipeline. Because
math dialect is lowered correctly by createConvertGpuOpsToNVVMOps for
GPU target, and it needs to run it first.

(as it was remaning item for #75775)
- Changes pipeline `gpu-lower-to-nvvm` -> `gpu-lower-to-nvvm-pipeline`
- Adds a section in GPU Dialect in website. It clarifies the pipeline's
functionality in lowering primary dialects to NVVM targets.
The `test-lower-to-nvvm` pipeline serves as the common and proper
pipeline for nvvm+host compilation, and it's used across our CUDA
integration tests.
This PR updates the `test-lower-to-nvvm` pipeline to `gpu-lower-to-nvvm`
and moves it within `InitAllPasses.h`. The aim is to call it from
Python, also having a standardize compilation process for nvvm.
