[Clang] Propagate 'SystemDrive' environment variable for unit tests (#90478)
On Windows, running unit tests by directly invoking `llvm-lit.py` (e.g.
`python3 llvm-lit.py clang/test/Unit`) may create a folder named `%SystemDrive%`
in the current working directory. This appears to happen because `lit.cfg.py` in 
`clang/test/Unit` does not propagate the `SystemDrive` environment variable.

[NFC][Py Reformat] Reformat python files in clang and clang-tools-extra
This is an ongoing series of commits that are reformatting our
Python code.

Reformatting is done with `black`.

If you end up having problems merging this commit because you
have made changes to a python file, the best way to handle that
is to run git checkout --ours <yourfile> and then reformat it
with black.

If you run into any problems, post to discourse about it and
we will try to help.

924996e0a0 [clang] [Driver] Disable default configs via envvar during testing
Add support for a CLANG_NO_DEFAULT_CONFIG envvar that works like
the --no-default-config option when set to a non-empty value.  Use it
to disable loading system configuration files during the test suite
runs.

Configuration files can change the driver behavior in extensive ways,
and it is neither really possible nor feasible to account for or undo
the effects of even the most common configuration uses.  Therefore,
the most reasonable option seems to be to ignore configuration files
while running the majority of tests (with the notable exception of tests
for configuration file support).

Due to the diversity of ways that %clang is used in the test suite,
including using it to copy or symlink the clang executable, as well to
call -cc1 and -cc1as modes, it is not feasible to pass the explicit
options to disable config loading either.  Using an environment variable
has the advantage of being easily applied across the test suite
and easily unset for default configuration file loading tests.

7fe475756b Set HOME for tests that use module cache path
Getting the default module cache path calls llvm::sys::path::cache_directory,
which calls home_directory, which checks the HOME environment variable
before falling back to getpwuid.  When compiling against musl libc,
which does not support NSS, and running on a machine that doesn't have
the current user in /etc/passwd due to NSS, no home directory can
be found.  Set the HOME environment variable in the tests to avoid
depending on getpwuid.

5dc6a732e6 [lit] Set shlibpath_var on AIX
Summary:
When building the `check-all` target on AIX, lit produces
```
warning: unable to inject shared library path on 'AIX'
```

This patch addresses this. `LIBPATH` is the environment variable of
interest on AIX. Newer versions of AIX may consider `LD_LIBRARY_PATH`,
but only when `LIBPATH` is unset.

2dfdfa2884 [lit] Set shlibpath_var on Solaris
Summary:
During make check-all on Solaris, lit complains

llvm-lit: /vol/gcc/src/llvm/llvm/dist/tools/clang/test/Unit/lit.cfg.py:57: warning: unable to inject shared library path on 'SunOS'

The following patch avoids this: Solaris uses LD_LIBRARY_PATH like several other targets.

In theory, one could also handle LD_LIBRARY_PATH_{32,64} which take precedence over
LD_LIBRARY_PATH if set, but let's cross that bridge when we get there.

cc5bf00f1d [test] Fix clang-test for FreeBSD and NetBSD
Lit tries to inject the shared library paths, but no action is taken
when platform.system() is not recognized, results in an environment
variable with an empty name, which is illegal.

The patch fixes this mechanism for FreeBSD and NetBSD, and gives an
warning on other platforms, so that the latecomers don't have to spend
time on debugging lit.

bbe23ae675 [lit] Rename lld and clang lit configs to end in .py
This follows in line with a previous patch of renaming LLVM's.

Working on these files is difficult in certain operating systems
and/or environments that don't like handling python code with a
non .py file extension.
