[libc++] Remove SFINAE on __tuple_impl constructors (#151654)
The SFINAE isn't required, since the primary `tuple` class already does
the SFINAE checks. This removes a bit of code that was only used for
these constraints.

This also moves the `tuple_element` specialization for `tuple` to
`__fwd/tuple.h` to avoid a dependency on `__tuple/sfinae_helpers.h`
(which should be moved in a follow-up).

[libc++] Implement comparison operators for tuple added in C++23 (#148799)
And constrain the new `operator==` since C++26.

This patch implements parts of P2165R4, P2944R3, and a possibly improved
resolution of LWG3882. Currently, libstdc++ and MSVC STL constrain the
new overloads in the same way.

Also set feature-test macro `__cpp_lib_constrained_equality` and add
related release note, as P2944R3 will completed with this patch.

[libc++] P2944R3: Constrained comparisions - tuple (#145677)
Implements P2944R3 partially, which adds constrained comparisons
`std::tuple`.
The missing overloads introduced in [P2165R4](https://wg21.link/P2165R4)
are not implemented.

Uses
[`__all`](f7af33a9eb/libcxx/include/__type_traits/conjunction.h (L45))
instead of a fold expression, see comment:

[libc++] Use __reference_constructs_from_temporary if eligible (#141916)
Currently, libc++'s `<tuple>` is using the deprecated
`__reference_binds_to_temporary` intrinsic. This PR starts to use
`__reference_constructs_from_temporary` if possible.

It seems that `__reference_constructs_from_temporary` should be used via
an internal type traits provided in
`<__type_traits/reference_constructs_from_temporary.h>`. But given the
old intrinsic was directly used, this PR doesn't switch to the current
convention yet.

P2255R2 is related. Although the paper indicated that constructors of
`tuple` should be deleted in such a case.

[libc++] P3247R2: Deprecate is_trivial(_v) (#130573)
Requirements on character-like types are updated unconditionally,
because `basic_string` does requires the default-constructibility. It
might be possible to make `basic_string_view` support classes with
non-public trivial default constructor, but this doesn't seem sensible.

libcxxabi's `ItaniumDemangle.h` is also updated to avoid deprecated
features.

[libc++] Re-implement LWG2770 again * 2 (#132598)
1013fe3c0cfd7582e94ef2d4bfd79da7ea1a1289 used to implement LWG2770, but
cb0d4df97490ec2d2b1cdf7574d26b1bc4063599 made LWG2770 unimplemented
again because of CWG2386.

This patch re-implements LWG2770, while keeping the libc++-specific
implementation strategy (which is controversial as noted in LWG4040).

Drive-by:
- Make the test coverage for the controversial part noted in LWG4040
libc++-only.
- Add the previously missed entry for LWG2770 to the documentation.

[libc++] Fix tuple_cat for element with unconstrained constructor (#122433)
Currently, when the result type is 1-`tuple`, `tuple_cat` possibly tests
an undesired constructor of the element, due to conversion from the
reference tuple to the result type. If the element type has an
unconstrained constructor template, there can be extraneous hard error
which shouldn't happen.

This patch introduces a helper function template to select the element-wise
constructor template of `tuple`, which can avoid such error.

Fixes #41034.

[libc++] [test] Fix portability issues for MSVC (#93259)
* Guard `std::__make_from_tuple_impl` tests with `#ifdef _LIBCPP_VERSION` and `LIBCPP_STATIC_ASSERT`.
* Change `_LIBCPP_CONSTEXPR_SINCE_CXX20` to `TEST_CONSTEXPR_CXX20`.
+ Other functions in `variant.swap/swap.pass.cpp` were already using the proper test macro.
* Mark `what` as `[[maybe_unused]]` when used by `TEST_LIBCPP_REQUIRE`.
  + This updates one occurrence in `libcxx/test/libcxx` for consistency.
* Windows `_putenv_s()` takes 2 arguments, not 3.
  + See MSVC documentation: https://learn.microsoft.com/en-us/cpp/c-runtime-library/reference/putenv-s-wputenv-s?view=msvc-170
+ POSIX `setenv()` takes `int overwrite`, but Windows `_putenv_s()` always overwrites.
* Avoid non-Standard zero-length arrays.
  + Followup to #74183 and #79792.
* Add `operator++()` to `unsized_it`.
+ The Standard requires this due to [N4981][] [move.iter.requirements]/1 "The template parameter `Iterator` shall
  either meet the *Cpp17InputIterator* requirements ([input.iterators])
  or model `input_iterator` ([iterator.concept.input])."
+ MSVC's STL requires this because it has a strengthened exception
  specification in `move_iterator` that inspects the underlying iterator's
  increment operator.
* `uniform_int_distribution` forbids `int8_t`/`uint8_t`.
  + See [N4981][] [rand.req.genl]/1.5. MSVC's STL enforces this.
+ Note that when changing the distribution's `IntType`, we need to be
  careful to preserve the original value range of `[0, max_input]`.
* fstreams are constructible from `const fs::path::value_type*` on wide systems.
  + See [ifstream.cons], [ofstream.cons], [fstream.cons].
* In `msvc_stdlib_force_include.h`, map `_HAS_CXX23` to `TEST_STD_VER` 23 instead of 99.
+ On 2023-05-23, 71400505ca
  started recognizing 23 as a distinct value.
* Fix test name typo: `destory_elements.pass.cpp` => `destroy_elements.pass.cpp`

Implement [LWG3528](https://wg21.link/LWG3528).
Based on LWG3528(https://wg21.link/LWG3528) and
http://eel.is/c++draft/description#structure.requirements-9, the
standard allows to impose requirements, we constraint
`std::make_from_tuple` to make `std::make_from_tuple` SFINAE friendly
and also avoid worse diagnostic messages. We still keep the constraints
of `std::__make_from_tuple_impl` so that `std::__make_from_tuple_impl`
will have the same advantages when used alone.

[libc++][test] Cleanup typos and unnecessary semicolons (#73435)
I've structured this into a series of commits for even easier reviewing,

* Cleanup comment typos.
* Cleanup `static_assert` typos.
* Cleanup test code typos.
+ There should be no functional changes, assuming I've changed all
occurrences.
* ~~Fix massive test code typos.~~
+ This was a real problem, but needed more surgery. I reverted those
changes here, and @philnik777 is fixing this properly with #73444.
* clang-formatting as requested by the CI.

[libc++] Remove the CI job testing Clang 15 (#66406)
Since LLVM 17 has been branched and is on the verge of being released,
we can drop the CI job that tests against Clang 15. I think the number
of cherry-picks to `release/17.x` will be a lot smaller now, so keeping
a Clang 15 job around for that purpose seems unnecessary.

As a fly-by, this patch also removes some Clang 15 workarounds and test
suite annotations as we usually do. It also removes some slightly older
gcc test suite annotations that were missed.

6542cb55a3 Rewording the "static_assert" to static assertion
This patch is basically the rewording of the static assert statement's
output(error) on screen after failing. Failing a _Static_assert in C
should not report that static_assert failed. It’d probably be better to
reword the diagnostic to be more like GCC and say “static assertion”
failed in both C and C++.

consider a c file having code

_Static_assert(0, "oh no!");

In clang the output is like:

<source>:1:1: error: static_assert failed: oh no!
_Static_assert(0, "oh no!");
^              ~
1 error generated.
Compiler returned: 1

Thus here the "static_assert" is not much good, it will be better to
reword it to the "static assertion failed" to more generic. as the gcc
prints as:

<source>:1:1: error: static assertion failed: "oh no!"
    1 | _Static_assert(0, "oh no!");
          | ^~~~~~~~~~~~~~
          Compiler returned: 1

The above can also be seen here. This patch is about rewording
the static_assert to static assertion.
