"Ascii" StringLiteral instances are actually narrow strings
that are UTF-8 encoded and do not have an encoding prefix.
(UTF8 StringLiteral are also UTF-8 encoded strings, but with
the u8 prefix.
To avoid possible confusion both with actuall ASCII strings,
and with future works extending the set of literal encodings
supported by clang, this rename StringLiteral::isAscii() to
isOrdinary(), matching C++ standard terminology.

getSourceText could return an empty string for error cases (e.g. invalid
source locaiton), this patch makes the code more robust.
The crash did happen in our internal codebase, but unfortunately I
didn't manage to get a reproduce case. One thing I can confirm from
the core dump is that the crash is caused by calling isRawStringLiteral
on an empty Text.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

It's useless and not safe to replace UTF-8 encoded with escaped ASCII to raw UTF-8 chars:
"\xE2\x98\x83" ---> <snowman>
So don't do it.

Summary:
Clang-tidy modernize-raw-string-literal check crashes on run-time assert while it is evaluating compiler predefined identifiers such as
- __FUNCTION__
- __func__
- __PRETTY_FUNCTION__
Check is asserting because it cannot find opening quote for such string literal. It occurs only on debug build config.
I think that it would be good to prune such cases by crossing off predefined expressions - there is no need to evaluate such matches.
