c8e69fa4a0 [libc] Fix GPU 'printf' on strings with padding
Summary:
We get the `strlen` to know how much memory to allocate here, but it
wasn't taking into account if the padding was larger than the string
itself. This patch sets it to an empty string so we always add the
minimum size. This implementation is slightly wasteful with memory, but
I am not concerned with a few extra bytes here and there for some memory
that gets immediately free'd.

[libc] Add Kernel Resource Usage to nvptx-loader (#97503)
This PR allows `nvptx-loader` to read the resource usage of `_start`,
`_begin`, and `_end` when executing CUDA binaries.

Example output:

[libc] Implement (v|f)printf on the GPU (#96369)
Summary:
This patch implements the `printf` family of functions on the GPU using
the new variadic support. This patch adapts the old handling in the
`rpc_fprintf` placeholder, but adds an extra RPC call to get the size of
the buffer to copy. This prevents the GPU from needing to parse the
string. While it's theoretically possible for the pass to know the size
of the struct, it's prohibitively difficult to do while maintaining ABI
compatibility with NVIDIA's varargs.

Algorithm: Let `x = (-1)^s * 2^e * (1 + m)`.
- Step 1: Range reduction: reduce the exponent with:
```
  y = cbrt(x) = (-1)^s * 2^(floor(e/3)) * 2^((e % 3)/3) * (1 + m)^(1/3)
```
- Step 2: Use the first 4 bit fractional bits of `m` to look up for a
degree-7 polynomial approximation to:
```
  (1 + m)^(1/3) ~ 1 + m * P(m).
```
- Step 3: Perform the multiplication:
```
  2^((e % 3)/3) * (1 + m)^(1/3).
```
- Step 4: Check for exact cases to prevent rounding and clear
`FE_INEXACT` floating point exception.
- Step 5: Combine with the exponent and sign before converting down to
`float` and return.

Summary:
Straightforward RPC implementation of the `remove` function for the GPU.
Copies over the string and calls `remove` on it, passing the result
back. This is required for building some `libc++` functionality.

[libc] Add line numbers to libc utility error messages (#94010)
Summary:
Currently we just print the error as seen, this makes it difficult if
something goes wrong to know where it failed. This patch just adds in
line numbers to all the error handling routines so you can trace it
back.

[libc][docs] adds macro handling, POSIX status, and validation to docgen (#89421)
docgen now lists macro implementation status in the generated rst files.

Adds POSIX definition link property to docgen json API (`posix-definition`) and
changes the `defined` property of docgen json API to `c-definition`. Now that
docgen's api is getting more specified, adds validation checks to docgen to
start codifying the docgen api spec.

To make sure this all looks good, I've added POSIX definition links to signal.h
as a tester.

[libc][docs] use docgen to generate stdbit rst docs (#88540)
Closes #88066.

Compared to before, the function names in the stdbit table are sorted by
function name, not order-of-appearance in the standard. Since macros
aren't printed by docgen.py and are still a TODO in the code, they are
also not printed in the new stdbit.h docs.

Adds some checks to docgen.py for conditions that tripped me up.

Add code to docgen.py to add the include of the `|check|` rewriter,
since all other generated files need it.

[libc] Add proxy header math_macros.h. (#87598)
Context: https://github.com/llvm/llvm-project/pull/87017

- Add proxy header `libc/hdr/math_macros.h` that will:
  - include `<math.h>` in overlay mode,
- include `"include/llvm-libc-macros/math-macros.h"` in full build mode.
- Its corresponding CMake target `libc.hdr.math_macros` will only depend
on `libc.include.math` and `libc.include.llvm-libc-macros.math_macros`
in full build mode.
- Replace all `#include "include/llvm-libc-macros/math-macros.h"` with
`#include "hdr/math_macros.h"`.
- Add dependency to `libc.hdr.math_macros` CMake target when using
`add_fp_unittest`.
- Update the remaining dependency.
- Update bazel overlay: add `libc:hdr_math_macros` target, and replacing
all dependency on `libc:llvm_libc_macros_math_macros` with
`libc:hdr_math_macros`.

[libc][docs] Introduce docgen (#87682)
This script+config should help us generate more consistent documentation wrt.
what we currently support or not.

As an example usage:

    $ ./libc/utils/docgen/docgen.py fenv.h

Will spit out an RST formatted table that can be copy+pasted into our docs.

The config is not filled out entirely, but doing so and then updating our docs
would be great beginner bugs for new contributors.

Having python+json generate things like docs, or headers (as imagined in
https://github.com/nickdesaulniers/llvm-project/tree/hdr-gen2) is perhaps
easier to work with than tablegen, and doesn't introduce a dependency on a host
tool that needs to be compiled from llvm sources before building the rest of
the libc. This can probably be merged with whatever we end up doing to replace
libc-hdrgen.

[libc] Implement temporary printf on the GPU (#85331)
Summary:
This patch adds a temporary implementation that uses a struct-based
interface in lieu of varargs support. Once varargs support exists we
will move this implementation to the "real" printf implementation.

Conceptually, this patch has the client copy over its format string and
arguments to the server. The server will then scan the format string
searching for any specifiers that are actually a string. If it is a
string then we will send the pointer back to the server to tell it to
copy it back. This copied value will then replace the pointer when the
final formatting is done.

This will require a built-in extension to the varargs support to get
access to the underlying struct. The varargs used on the GPU will simply
be a struct wrapped in a varargs ABI.

The code does some (overly simple?) checks on file syntax. These checks
assume unix line endings and fail on windows. This commit updates the
code to strip extra whitespace, making the checks more robust,
particularly in the presence of windows line endings.

[libc][math] Implement atan2f correctly rounded to all rounding modes. (#86716)
We compute atan2f(y, x) in 2 stages:
- Fast step: perform computations in double precision , with relative
errors < 2^-50
- Accurate step: if the result from the Fast step fails Ziv's rounding
test, then we perform computations in double-double precision, with
relative errors < 2^-100.

On Ryzen 5900X, worst-case latency is ~ 200 clocks, compared to average
latency ~ 60 clocks, and average reciprocal throughput ~ 20 clocks.

[libc] Change RPC interface to not use device ids (#87087)
Summary:
The current implementation of RPC tied everything to device IDs and
forced us to do init / shutdown to manage some global state. This turned
out to be a bad idea in situations where we want to track multiple
hetergeneous devices that may report the same device ID in the same
process.

This patch changes the interface to instead create an opaque handle to
the internal device and simply allocates it via `new`. The user will
then take this device and store it to interface with the attached
device. This interface puts the burden of tracking the device identifier
to mapped d evices onto the user, but in return heavily simplifies the
implementation.

[libc] Remove obsolete LIBC_HAS_BUILTIN macro (#86554)
Fixes #86546 and removes the macro `LIBC_HAS_BUILTIN`. This was
necessary to support older compilers that did not support
`__has_builtin`. All of the compilers we support already have this
builtin.

[libomptarget][nextgen-plugin] Use SCRELEASE/SCACQUIRE in packet headers (#85678)
This patch updates the construction of packet headers to replace the
usage of ACQUIRE/RELEASE with SCACQUIRE/SCRELEASE which is now
recommended.
The patch also ensures consistency across kernel dispatches.
