Kazu Hirata	63b63c3dcd	[flang/unittests] Use std::nullopt instead of None (NFC) ... This patch mechanically replaces None with std::nullopt where the compiler would warn if None were deprecated. The intent is to reduce the amount of manual work required in migrating from Optional to std::optional. Jean Perier	a398981fb0	[flang] Add fir.declare operation ... Add fir.declare operation whose purpose was described in https://reviews.llvm.org/D134285. It uses the FortranVariableInterfaceOp for most of its logic (including the verifier). The rational is that all these aspects/logic will be shared by hlfir.designate and hlfir.associate.
