8d07f8d98c [DAGCombine] Replace getIntPtrConstant() with getVectorIdxTy(). 
- Prefer `getVectorIdxTy()` as the index operand type for
  `EXTRACT_SUBVECTOR` as targets expect different types by overloading
  `getVectorIdxTy()`.
