The LIT test cases were migrated with the script provided by
Nikita Popov.
No manual changes were made. Committed without review since
no functional changes, after consultation with uweigand.
extractelement is poison if the index is out-of-bounds, so just
scalarizing the load may introduce an out-of-bounds load, which is UB.
To avoid introducing new UB, we can mask the index so it only contains
valid indices.

This patch makes ReplaceExtractVectorEltOfLoadWithNarrowedLoad convert
the element number from getVectorIdxTy() to PtrTy before doing pointer
arithmetic on it. This is needed on z, where element numbers are i32
but pointers are i64.
