cee313d288 Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

45682fd633 [LSR] Fix signed overflow in GenerateCrossUseConstantOffsets. 
For the attached test case, unchecked addition of immediate starts and
ends overflows, as they can be arbitrary i64 constants.
