[SimplifyCFG] Tail-merging all blocks with ret terminator 
Based ontop of D104598, which is a NFCI-ish refactoring.
Here, a restriction, that only empty blocks can be merged, is lifted.

[SimplifyCFG] TryToSimplifyUncondBranchFromEmptyBlock() already knows how to preserve DomTree 
... so just ensure that we pass DomTreeUpdater it into it.

Fixes DomTree preservation for a large number of tests,
all of which are marked as such so that they do not regress.

The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

81d6d6b643 [SimplifyCFG] Regenerate some test cases using update_test_checks.py to prepare for an upcoming commit. NFC 
A future commit will change how some of the value names in the IR are generated which causes these tests to break in their current form. The script generates checks with regular expressions so it should be immune.

54a3a006ca [SimplifyCFG] Fold llvm.guard(false) to unreachable 
Summary:
`llvm.guard(false)` always bails out of the current compilation unit, so
we can prune any control flow following it.
