The decomposition was no longer correct for transpose_conv2d to conv2d
after the updated TOSA specification. Specifically the behavior for
padding was changed to refer to padding the tranpsose_conv2d instead
of referencing the conv applied to the inverse transform.
Test was validated using the TOSA conformance tests.

The TOSA Specification doesn't have a dilation attribute for transpose_conv2d,
and the padding array is of size 4. (top,bottom,left,right).
This change updates the dialect to match the specification, and updates the lit
tests to match the dialect changes.

The generated attribute and type def accessors are changed to match the setting on the dialect. Most importantly, "prefixed" will now correctly convert snake case to camel case (e.g. `weight_zp` -> `getWeightZp`)

Transpose operations on constant data were getting folded during the
canonicalization process. This has compile time cost proportional to
the constant size. Moving this to a separate pass to enable optionality
and flexibility of how such scenarios can be handled.

Moved all TOSA decomposition patterns so that they can be optionally populated
and used by external rewrites. This avoids decomposing TOSa operations when
backends may benefit from the non-decomposed version.

Transpose convolution decomposition is now performed in a separate pass. This
allows padding / constant propagation to be performed at the TOSA level. It
also adds support for striding when there is no dilation.
