Summary:
Recent changes made the default behaviour to error when given an
undefined symbol in a version script. A previous patch fixed this for
`libomptarget` by removing the single undefined symbol. However, the
plguins are expected to only define a subset of the availible functions
so we shouldn't treat it as an error. This patch updates the build flags
to work appropriately.
Previous support for device memory allocators used a single free
routine and did not provide the original kind of the allocation. This is
problematic as some of these memory types required different handling.
Previously this was worked around using a map in runtime to record the
original kind of each pointer. Instead, this patch introduces new free
routines similar to the existing allocation routines. This allows us to
avoid a map traversal every time we free a device pointer.
The only interfaces defined by the standard are `omp_target_alloc` and
`omp_target_free`, these do not take a kind as `omp_alloc` does. The
standard dictates the following:
"The omp_target_alloc routine returns a device pointer that references
the device address of a storage location of size bytes. The storage
location is dynamically allocated in the device data environment of the
device specified by device_num."
Which suggests that these routines only allocate the default device
memory for the kind. So this has been changed to reflect this. This
change is somewhat breaking if users were using `omp_target_free` as
previously shown in the tests.

The remote offloading server and plugin rely on OpenMP, so this needs to be added as a linker flag. Without this, applications segfault.

This fixes a compile-time error recently introduced within the remote
offloading plugin. This patch also removes some extra linker flags that are unnecessary, and adds an explicit abseil linker flag without which we occasionally get problems.

D97883 introduced a compile-time error in the experimental remote offloading
libomptarget plugin, this patch fixes it and resolves a number of
inconsistencies in the plugin as well:
1. Non-functional Asynchronous API
2. Unnecessarily verbose debug printing
3. Misc. code clean ups

This change-set removes libelf usage from elf_common part of the plugins.
libelf is still used in x86_64 generic plugin code and in some plugins
(e.g. amdgpu) - these will have to be cleaned up in separate checkins.

Summary:
This patch adds a new runtime function __tgt_set_info_flag that allows the
user to set the information level at runtime without using the environment
variable. Using this will require an extern function, but will eventually be
added into an auxilliary library for OpenMP support functions.
This patch required moving the current InfoLevel to a global variable which must
be instantiated by each plugin.

This patch adds the infrastructure for allocator support for target memory.
Three allocators are introduced for device, host and shared memory.
The corresponding API functions have the llvm_ prefix temporarily, until they become part of the OpenMP standard.

The remote offloading plugin's CMakeLists was trying to build if its
flag was enabled even if it didn't find gRPC/protobuf. The conditional
was wrong, it's fixed by this.

This introduces a remote offloading plugin for libomptarget. This
implementation relies on gRPC and protobuf, so this library will only
build if both libraries are available on the system. The corresponding
server is compiled to `openmp-offloading-server`.
This is a large change, but the only way to split this up is into RTL/server
but I fear that could introduce an inconsistency amongst them.
Ideally, tests for this should be added to the current ones that but that is
problematic for at least one reason. Given that libomptarget registers plugin
on a first-come-first-serve basis, if we wanted to offload onto a local x86
through a different process, then we'd have to either re-order the plugin list
in `rtl.cpp` (which is what I did locally for testing) or find a better
solution for runtime plugin registration in libomptarget.
