[NFC][Py Reformat] Reformat python files in llvm
This is the first commit in a series that will reformat
all the python files in the LLVM repository.

Reformatting is done with `black`.

4a27478a5b Python compat - print statement
Make sure all print statements are compatible with Python 2 and Python3 using
the `from __future__ import print_function` statement.

5e5503f5da Keep the newline character at the end of the lines whose trailing whitespace we
are deleting; otherwise, everything ends up on a single line.

f2e5bd8d22 Only strip the newline character at the end of the lines that we're considering
for length and for trailing whitespace; otherwise, the whitespace themselves
will also be removed.
