This commit implements support for WebAssembly table types and
respective builtins. Table tables are WebAssembly objects to store
reference types. They have a large amount of semantic restrictions
including, but not limited to, only being allowed to be declared
at the top-level as static arrays of zero-length. Not being arguments
or result of functions, not being stored ot memory, etc.
This commit introduces the __attribute__((wasm_table)) to attach to
arrays of WebAssembly reference types. And the following builtins to
manage tables:
* ref __builtin_wasm_table_get(table, idx)
* void __builtin_wasm_table_set(table, idx, ref)
* uint __builtin_wasm_table_size(table)
* uint __builtin_wasm_table_grow(table, ref, uint)
* void __builtin_wasm_table_fill(table, idx, ref, uint)
* void __builtin_wasm_table_copy(table, table, uint, uint, uint)
This commit also enables reference-types feature at bleeding-edge.

_Generic accepts an expression operand whose type is matched against a
list of associations. The expression operand is unevaluated, but the
type matched is the type after lvalue conversion. This conversion loses
type information, which makes it more difficult to match against
qualified or incomplete types.
This extension allows _Generic to accept a type operand instead of an
expression operand. The type operand form does not undergo any
conversions and is matched directly against the association list.
This extension is also supported in C++ as we already supported
_Generic selection expressions there.

Currently when clang fails to deduce auto return type of a function,
it does not emit any notes about why it fails. This causes difficulty
for users to fix such errors.
Actually, clang already generates the information for emitting notes
about the failed deduction. There is a TODO for actually emitting
them.
This patch tries to implement the TODO. Basically it passes the
failed template specialization candidate set from the point of
specialization failure back to the point where the deduction starts.
It is not comprehensive but would be a start for further improvement.

this commit enhances the handling of the __bf16 type in Clang.
- Firstly, it upgrades __bf16 from a storage-only type to an arithmetic
type.
- Secondly, it changes the mangling of __bf16 to DF16b on all
architectures except ARM. This change has been made in
accordance with the finalization of the mangling for the
std::bfloat16_t type, as discussed at
https://github.com/itanium-cxx-abi/cxx-abi/pull/147.
- Finally, this commit extends the existing excess precision support to
the __bf16 type. This applies to hardware architectures that do not
natively support bfloat16 arithmetic.
Appropriate tests have been added to verify the effects of these
changes and ensure no regressions in other areas of the compiler.

The variables whose initializer has side effects will be emitted even if
it is not used. But it shouldn't be true after we introduced modules.
The variables in other modules shouldn't be emitted if it is not used
even if its initializer has size effects.

`Decl::isInAnotherModuleUnit` to make it closer to the semantics.

During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.
This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.

This was reverted because it breaks a number of libstdc++ examples, AND
required a workaround that causes hiding of legitimate bugs.
This allows the user to set the size of the scalable vector so they
can be used in structs and as the type of global variables. This works
by representing the type as a fixed vector instead of a scalable vector
in IR. Conversions to and from scalable vectors are made where necessary
like function arguments/returns and intrinsics.

I know arm_sve_vector_bits is used by the Eigen library so this
could be used to port Eigen to RVV.
This patch adds a new preprocessor define `__riscv_v_fixed_vlen` that
is set when -mrvv_vector_bits is passed on the command line.
The code is largely based on the AArch64 code. A lot of code was
copy/pasted and then modiied to RVV. There may be some opportunities
for sharing.
This first patch only supports the LMUL=1 types. Additional changes
will be needed to support other LMULs. I have also not supported
mask vectors.

This previously led to some weird behaviors where we would unwrap the
initializer list expression and then try to use the DesignatedInitExprs
as constructor arguments.
Under the C++20 language rules, it's not valid to initialize a
reference-to-aggregate from a designated initializer list, but we have
historically accepted that, as do other compilers, and we continue to
accept that with this change. I've asked WG21 whether this should be
considered a wording defect.

When a friend declaration has a requires-clause, and either it's a
non-template function or it's a function template whose requires-clause
depends on an enclosing template parameter, it is member-like for the
purpose of redeclaration checking. Specifically, the lexically enclosing
class becomes part of its signature, so it can only be redeclared by
another declaration within the same class. In this change, we call such
functions "member-like constrained friends".
No functional change intended.
This patch is to isolate the lax vector conversions warning only for PPC,
the reason is that SystemZ wants different logic in terms of
vector bool compatibility.

It appears that ICK_Zero_Queue_Conversion was inserted into the ICK
enum without updating this table. Easy to do since the table size
was set to ICK_Num_Conversion_Kinds.
I've used ICR_Exact_Match to match what was previously done for
ICK_Zero_Event_Conversion that last time someone noticed this had happened.
To prevent this from happening again, I've removed the explicit size
and used a static_assert to check the size against ICK_Num_Conversion_Kinds.

These 2 spots are protecting calls to SVE specific functions. If RISC-V
sizeless types end up in there we trigger assertions.
Use the more specific isSVESizelessBuiltinType() to avoid letting
RISC-V vectors through.

This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated. The intent is to reduce

As noticed in GH58962, we should only diagnose illegal overloads of member functions
when the ref qualifiers don't match if the trailing constraints are the same.
The fix is to move the existing constraints check earlier in Sema::IsOverload.

Based on discussion on the core reflector, it was made clear that a
concept that depends on itself should be a hard error, not a constraint
failure. This patch implements a stack of constraint-checks-in-progress
to make sure we quit, rather than hitting stack-exhaustion.
Note that we DO need to be careful to make sure we still check
constraints properly that are caused by a previous constraint, but not
derived from (such as when a check causes us to check special member
function generation), so we cannot use the existing logic to see if this
is being instantiated.

**Adding requires clause to template head** or **constraining the template parameter type** is ineffective because, even though it creates a non-equivalent template head [temp.over.link#6](https://eel.is/c++draft/temp.over.link#6) and hence eligible for overload resolution, `Derived::foo` still [hides any previous using decl](https://github.com/llvm/llvm-project/blob/main/clang/lib/Sema/SemaOverload.cpp#L1283-L1301,).
Clang diverges from gcc here and can be seen more clearly in this example:

Adding a trailing `requires` to the definition was a nice find. In this case, clang considers them [overloads](https://github.com/llvm/llvm-project/blob/main/clang/lib/Sema/SemaOverload.cpp#L1148-L1152) because of [mismatching requires clause.](https://github.com/llvm/llvm-project/blob/main/clang/lib/Sema/SemaOverload.cpp#L1390-L1405). So both of them make it to the overload resolution (where constrained Derived::foo is rejected then).

In this patch, we do not ignore matching the template head (template parameters, type contraints and trailing requires) while considering whether the using decl of base member should be hidden. The return type of a templated function is still not considered as different return types would create ambiguous candidates.

Note: We are now able to create an ambiguity in case where both base member and derived member specialisations satisfy the constraints (when the constraints are not same). Ideally using-decl should not create ambiguity. I plan to fix this later if it gathers more attention.

SemaOverload.
The infrastructure here will be used in subsequent patches
where we perform a finalized sugared substitution for entities
which we do not unique per specializations on canonical arguments,
and later on will be used for template specialization resugaring.
