[XeVM] Use ocloc for binary generation. ( #188331 )

XeVM currently doesn't support native binary generation. This PR enables
Ahead of Time (AOT) compilation of gpu module to native binary using
`ocloc`.
Currently, only works with LevelZeroRuntimeWrappers.
