This PR adds a new optimization pass to fold
`memref.subview/expand_shape/collapse_shape` ops into consumer
`amdgpu.gather_to_lds` operations.
* Implements a new pass `AmdgpuFoldMemRefOpsPass` with pattern
`FoldMemRefOpsIntoGatherToLDSOp`
* Adds corresponding folding tests
