Tyker	d3205bbca3	[Annotation] Allows annotation to carry some additional constant arguments. This allows using annotation in a much more contexts than it currently has. especially when annotation with template or constexpr. [Annotation] Allows annotation to carry some additional constant arguments.

This allows using annotation in a much more contexts than it currently has.
especially when annotation with template or constexpr.
