869baa9125 [ClangPackager] Add an option to extract inputs to an archive
Currently we simply overwrite the output file if we get muliple matches
in the fatbinary. This patch introduces the `--archive` option which
allows us to combine all of the files into a static archive instead.
This is usefuly for creating a device specific static archive library
from a fatbinary.

278d6f065a [Clang] Clean up some offloading driver tests
Summary:
These tests used an external `dummy.o` and `dummy.bc` files instead of
just generating them. This should be cleaner and less error prone.

3a79f1caa9 [Driver][test] Restore %clang -cc1 in test/Driver
This partially reverts commit 1609a5d7715c06ff52c13af8b20ee64811a8ec7b (the
test/Driver part). We want to discourage %clang_cc1 and clang -cc1 in
test/Driver. The clang -cc1 uses in hlsl/offload/etc are not good examples.

1609a5d771 [clang] [test] Use %clang_cc1 substitution consistently
Use the `%clang_cc1` substitution consistently across the test suite,
replacing inline `%clang -cc1` invocations, except for one Preprocessor
test where this is causing breakage.  This is necessary to ensure that
additional parameters passed via `%clang` do not interfere with `-cc1`
that must always be passed as the first command-line argument.

Remove the additional substitution blocking `%clang_cc1` use in Driver
tests.  It has been added in 2013 and was supposed to prevent tests
calling `clang -cc1` from being added to Driver.  The state of the test
suite proves that it did not succeed at all.

a69404c0a2 [OffloadPackager] Add ability to extract images from other file types
A previous patch added support for extracting images from offloading
binaries. Users may wish to extract these files from the file types they
are most commonly emebedded in, such as an ELF or bitcode. This can be
difficult for the user to do manually, as these could be stored in
different section names potentially. This patch addsp support for
extracting these file types.

bf06295436 [OffloadPackager] Add option to extract files from images
We use the `clang-offload-packager` too bundle many files into a single
binary format containing metadata. This is used for offloading
compilation which may contain multiple device binaries of different
types and architectures in a single file. We use this special binary
format to store these files along with some necessary metadata around
them. We use this format because of the difficulty of determining the
filesize of the various binary inputs that will be passed to the
offloading toolchain rather than engineering a solution for each input.

Previously we only support packaing many files into a single binary.
This patch adds support for doing the reverse by using the same
`--image=` syntax. To unpackage a binary we now present an input file
instead of an output.
