[Profile] Add binary profile correlation for code coverage. (#69493)
## Motivation
Since we don't need the metadata sections at runtime, we can somehow
offload them from memory at runtime. Initially, I explored [debug info
correlation](https://discourse.llvm.org/t/instrprofiling-lightweight-instrumentation/59113),
which is used for PGO with value profiling disabled. However, it
currently only works with DWARF and it's be hard to add such artificial
debug info for every function in to CodeView which is used on Windows.
So, offloading profile metadata sections at runtime seems to be a
platform independent option.

## Design
The idea is to use new section names for profile name and data sections
and mark them as metadata sections. Under this mode, the new sections
are non-SHF_ALLOC in ELF. So, they are not loaded into memory at runtime
and can be stripped away as a post-linking step. After the process
exits, the generated raw profiles will contains only headers + counters.
llvm-profdata can be used correlate raw profiles with the unstripped
binary to generate indexed profile.

## Data
For chromium base_unittests with code coverage on linux, the binary size
overhead due to instrumentation reduced from 64M to 38.8M (39.4%) and
the raw profile files size reduce from 128M to 68M (46.9%)

A few things to note:
1. llvm-profdata doesn't support filter raw profiles by binary id yet,
so when a raw profile doesn't belongs to the binary being digested by
llvm-profdata, merging will fail. Once this is implemented,
llvm-profdata should be able to only merge raw profiles with the same
binary id as the binary and discard the rest (with mismatched/missing
binary id). The workflow I have in mind is to have scripts invoke
llvm-profdata to get all binary ids for all raw profiles, and
selectively choose the raw pnrofiles with matching binary id and the
binary to llvm-profdata for merging.
2. Note: In COFF, currently they are still loaded into memory but not
used. I didn't do it in this patch because I noticed that `.lcovmap` and
`.lcovfunc` are loaded into memory. A separate patch will address it.
3. This should works with PGO when value profiling is disabled as debug
info correlation currently doing, though I haven't tested this yet.

until the problem can be investigated.

f21473752b [InstrProf][NFC] Do not assume size of counter type
Existing code tended to assume that counters had type `uint64_t` and
computed size from the number of counters. Fix this code to directly
compute the counters size in number of bytes where possible. When the
number of counters is needed, use `__llvm_profile_counter_entry_size()`
or `getCounterTypeSize()`. In a later diff these functions will depend
on the profile mode.

Change the meaning of `DataSize` and `CountersSize` to make them more clear.
* `DataSize` (`CountersSize`) - the size of the data (counter) section in bytes.
* `NumData` (`NumCounters`) - the number of data (counter) entries.

e73ae9a142 Reland compiler-rt support for order file instrumentation.
r355343 was landed and was reverted in r355363 due to build breakage.
This patch adds Linux/Windows support on top of r355343.

In this patch, Darwin should be working with testing case. Linux should be working,
I will enable the testing case in a follwup diff. Windows/Other should be building.
Correct implementation for Other platforms will be added.

Thanks David for reviewing the original diff, helping me with issues on Linux, and
giving suggestions for adding support for Other platforms.

8b6af00173 [llvm-cov] Fix llvm-cov on Windows and un-XFAIL test
Summary:
The llvm-cov tool needs to be able to find coverage names in the
executable, so the .lprfn and .lcovmap sections cannot be merged into
.rdata.

Also, the linker merges .lprfn$M into .lprfn, so llvm-cov needs to
handle that when looking up sections. It has to support running on both
relocatable object files and linked PE files.

Lastly, when loading .lprfn from a PE file, llvm-cov needs to skip the
leading zero byte added by the profile runtime.

987d331fab [InstrProf] Implement static profdata registration
Summary:
The motivating use case is eliminating duplicate profile data registered
for the same inline function in two object files. Before this change,
users would observe multiple symbol definition errors with VC link, but
links with LLD would succeed.

Users (Mozilla) have reported that PGO works well with clang-cl and LLD,
but when using LLD without this static registration, we would get into a
"relocation against a discarded section" situation. I'm not sure what
happens in that situation, but I suspect that duplicate, unused profile
information was retained. If so, this change will reduce the size of
such binaries with LLD.

Now, Windows uses static registration and is in line with all the other
platforms.
