[libc++][CI] Tests the no RTTI configuration. (#65518)
There are a few drive-by fixes:
- Since the combination RTTI disabled and exceptions enabled do not
work, this combination is prohibited.
- A small NFC in any fixing clang-tidy.

The code in the Buildkite configuration is prepared for using the std
module. There are more fixes needed for that configuration which will be
done in a separate commit.

8aeacebf28 [libc++] Add initial support for picolibc
Picolibc is a C Standard Library that is commonly used in embedded
environments. This patch adds initial support for this configuration
along with pre-commit CI. As of this patch, the test suite only builds
the tests and nothing is run. A follow-up patch will make the test suite
actually run the tests.

[libc++] Remove the ignore_format.txt file (#73135)
The ignore_format.txt file and the associated checks have been causing a
lot of confusion since we introduced them. Formatting becomes one of the
main hurdle for contributors (especially new contributors), and that is
not great.

The original goal of ignore_format.txt was to enforce clang-format only
in a subset of the files of the project. In practice, we have now
shifted to a model where we have a Github action that checks whether new
code surrounding edits is formatted. In that context, it probably
doesn't make sense to keep having a ignore list for formatting files.

After this patch, the clang-format job will enforce that all new code is
formatted properly, and that all edits to existing files are formatted
properly, regardless of which files the edits are in. This seems
reasonable and I believe will lead to much less confusion than our
current setup.

In the future, we could consider clang-formatting the whole code base
once and for all but this requires a bit of upfront technical work to
put in place a merge driver to help resolve merge conflicts across
formatting changes.

[libc++] Stop checking for trailing whitespace in check-generated-output (#72711)
Trailing whitespace is removed by clang-format, so if someone tries to
check-in new code with trailing whitespaces, it'll be caught by the
clang-format job. Removing this duplication helps reduce the confusion
around our numerous ways of enforcing formatting rules.

[libc++][hardening] Rework macros for enabling the hardening mode. (#70575)
1. Instead of using individual "boolean" macros, have an "enum" macro
`_LIBCPP_HARDENING_MODE`. This avoids issues with macros being
mutually exclusive and makes overriding the hardening mode within a TU
more straightforward.

2. Rename the safe mode to debug-lite.

This brings the code in line with the RFC:

Improve CI output. (#70236)
There is currently a major problem with the CI output:

The information you need to see never appears in the visible log.

This is because our logs are very verbose, and list (A) every test as
they run it, and (B) every unsupported tests. This can be thousands of
lines.

(A) was introduced by me when I disabled the PTY progress bar, which
doesn't play nice with log files. That change was an improvement, but I
have now disabled the PTY on the builders, so we can go back to passing
`-s`. When `-s` is passed but no PTY is available, it prints a long
friendly progress indicator.

(B) is solved here by disabling the printing of unsupported tests at the
end of the test suite. While it can be useful on occasion to audit the
list of unsupported tests, it's far from a common operation. Instead
people want to see the log of their failure. We should upload the xml
results, so if auditing is needed, it can be done using that.

Hopefully this change will make it so that the test failures appear in
the actual log output

[libc++][Android] Support libc++ testing on Android (#69274)
I could probably break this commit into more pieces.

---

This patch adds libc++ support for Android L (Android 5.0+) and up,
tested using the Android team's current compiler, a recent version of
the AOSP sysroot, and the x86[-64] Android Emulator.

CMake and Lit Configuration:

Add runtimes/cmake/android/Arch-${ARCH}.cmake files that configure CMake
to cross-compile to Android without using CMake's built-in NDK support
(which only works with an actual packaged NDK).

Add libcxx/cmake/caches/AndroidNDK.cmake that builds and tests libc++
(and libc++abi) for Android. This file configures libc++ to match what
the NDK distributes, e.g.:
- libc++_shared.so (includes libc++abi objects, there is no
libc++abi.so). libunwind is linked statically but not exported.
 - libc++_static.a (does not include libc++abi) and libc++abi.a
 - `std::__ndk1` namespace
- All the libraries are built with `__ANDROID_API__=21`, even when they
are linked to something targeting a higher API level.

(However, when the Android LLVM team builds these components, they do
not use these CMake cache files. Instead they use Python scripts to
configure the builds. See
https://android.googlesource.com/toolchain/llvm_android/.)

Add llvm-libc++[abi].android-ndk.cfg.in files that test the Android
NDK's libc++_shared.so. These files can target old or new Android
devices. The Android LLVM team uses these test files to test libc++ for
both arm/arm64 and x86/x86_64 architectures.

The Android testing mode works by setting %{executor} to adb_run.py,
which uses `adb push` and `adb shell` to run tests remotely. adb_run.py
always runs tests as the "shell" user even on an old emulator where "adb
unroot" doesn't work. The script has workarounds for old Android
devices. The script uses a Unix domain socket on the host
(--job-limit-socket) to restrict concurrent adb invocations. Compiling
the tests is a major part of libc++ testing run-time, so it's desirable
to exploit all the host cores without overburdening the test devices,
which can have far fewer cores.

BuildKite CI:

Add a builder to run-buildbot, `android-ndk-*`, that uses Android Clang
and an Android sysroot to build libc++, then starts an Android emulator
container to run tests.

Run the emulator and an adb server in a separate Docker container
(libcxx-ci-android-emulator), and create a separate Docker image for
each emulator OS system image. Set ADB_SERVER_SOCKET to connect to the
container's adb server. Running the only adb server inside the container
makes cleanup more reliable between test runs, e.g. the adb client
doesn't create a `~/.android` directory and the adb server can be
restarted along with the emulator using docker stop/run. (N.B. The
emulator insists on connecting to an adb server and will start one
itself if it can't connect to one.)

The suffix to the android-ndk-* job is a label that concisely specifies
an Android SDK emulator image. e.g.:
 - "system-images;android-21;default;x86" ==> 21-def-x86
 - "system-images;android-33;google_apis;x86_64" ==> 33-goog-x86_64

[libc++] Improve the output of the generated-output CI job (#68903)
The step that checked for ignore_format.txt being consistent with the
tree wouldn't print any explicit diagnostic when failing, which led to
confusion. After this patch, an explicit diagnostic will be printed by
the job along with the required diff to ignore_format.txt.

[libc++] Remove the libc++ specific clang-format job (#67344)
Now that we have a LLVM-wide GitHub action, it doesn't make sense to
have a custom job for libc++ in our BuildKite CI pipeline. This only creates
confusion as to which CI job should be acted upon.

b85e1862c1 [libc++][hardening] Add back the safe mode.
The safe mode is in-between the hardened and the debug modes, extending
the checks contained in the hardened mode with certain checks that are
relatively cheap and prevent common sources of errors but aren't
security-critical. Thus, the safe mode trades off some performance for
a wider set of checks, but unlike the debug mode, it can still be used
in production.

f78f93bc9f [libc++][chrono] Adds tzdb_list implementation.
This is the first step to implement time zone support in libc++. This
adds the complete tzdb_list class and a minimal tzdb class. The tzdb
class only contains the version, which is used by reload_tzdb.

Next to these classes it contains documentation and build system support
needed for time zone support. The code depends on the IANA Time Zone
Database, which should be available on the platform used or provided by
the libc++ vendors.

The code is labeled as experimental since there will be ABI breaks
during development; the tzdb class needs to have the standard headers.

3e0bc8cf78 Remove lit's --summary flag from buildbots.
The summary flag causes a progress bar to appear and be rewritten using
a curses like interface. This works great for interactive sessions, but
produces line after line of garbage in the logs.

This should cause the logs to be much smaller and more readable.

c1d49ce67a [libc++][CI] Moves modules build to C++23.
The std module can be tested in the generic C++23 build. This removes the
special module build.

Note it is possible to enable modules automatically in CMake, but that
would fail in the "parts disabled" builds; they have not been properly
been converted to modules yet.

This respects the CMAKE_MSVC_RUNTIME_LIBRARY option for selecting
the right CRT to use.

Add a CI configuration that tests building this way.

The test config files end up accumulating and duplicating a fair
bit of cmake-specific logic here; if preferred, we could also add
that in `libcxx/test/CMakeLists.txt` and export a few more variables
to `cmake-bridge.cfg.in` instead.

e346fd8a60 [libcxx] [test] Fix running tests with Clang-cl in Debug mode
When building in debug mode, the debug version of the MSVC CRT
gets linked in. (This is the default in CMake in general. In the case
of libcxx, we manually link the CRT though - and in debug mode,
we pick the debug version of the CRT.) When building the tests,
we need to use the same version of the CRT as was used for building
the library.

Additionally; the debug CRT defaults to pop up a dialog box when
asserts fail, which blocks running tests. By including the
set_windows_crt_report_mode.h helper header, we change the assert
behaviour back to that of release mode - printing a message and
exiting immediately.

This was supported by the old libcxx test system, where support for
it was added in 7e3ee09ad24cbca3ea7687c50b53be5269127fb1. When porting
over to the newer test setup, this mechanism wasn't brought over (and the
old test infrastructure was removed in
a48f018bb7d8fadc67c08e71409c31713daa0071).

Thus: In debug mode, link against the debug versions of msvcrt and
msvcprt, define _DEBUG (enabling CRT debug mode code patterns),
and include the set_windows_crt_report_mode.h header.

Based on a patch by Andrew Ng.

Linking of the debug version of the CRT can also be done by using
the new -fms-runtime-lib= Clang option. However that option was
added in Clang 16, and libcxx only requires Clang 15 for now;
therefore doing the CRT linking entirely manually for now (just as
before).

Additionally, adjust set_windows_crt_report_mode.h to avoid including
the body of the file when building in C mode or in C++03 mode.
This fixes the following two tests:
  libcxx/include_as_c.sh.cpp
  libcxx/selftest/dsl/dsl.sh.py

The former test is built in C mode. The latter tries compiling things
as C++03. Some of the vcruntime headers that we include break in
C++03 mode when MS CRT debug mode is enabled.

f0dfe682bc [libc++][hardening] Deprecate _LIBCPP_ENABLE_ASSERTIONS.
`_LIBCPP_ENABLE_ASSERTIONS` was used to enable the "safe" mode in
libc++. Libc++ now provides the hardened mode and the debug mode that
replace the safe mode.

For backward compatibility, enabling `_LIBCPP_ENABLE_ASSERTIONS` now
enables the hardened mode. Note that the hardened mode provides
a narrower set of checks than the previous "safe" mode (only
security-critical checks that are performant enough to be used in
production).

20341c3ad6 [libc++][format] Adds a UTF transcoder.
This is a preparation for

  P2093R14 Formatted output

When the output of print is to the terminal it needs to use the native
API. This means transcoding UTF-8 to UTF-16 on Windows. The encoder's
interface is modeled after

 P2728 Unicode in the Library, Part 1: UTF Transcoding

But only the required part for P2093R14 is implemented.

On Windows wchar_t is 16 bits, in order to test on platforms where
wchar_t is 32 bits the transcoder has support for char16_t. It also adds
and UTF-8 to UTF-32 encoder which is useful for other tests.

Note it is possible to use <codecvt> for transcoding, but that header is
deprecated. So rather write new code that is not deprecated; the hard
part, decoding, has already been done. The <codecvt> header also
requires locale support while the new code works without including
<locale>.

Note the current transcoder implementation can be optimized since it
basically does UTF-8 -> UTF-32 -> UTF-16. The first goal is to have a
working implementation. Since it's not part of the ABI it's possible to
do the optimization later.

9b08c8a225 [libc++][modules] Adds the C++23 std module.
The patch is based on D144994.

D151030 added the module definitions for the module std.
This patch wires in the module and enables the basic testing.

Some notable features are missing:
- There is no test that libc++ can be fully imported as a module.
- This lacks the parts for the std.compat module.
- The module is not shipped with libc++.

66a562d22e [libc++] Roll up fstream support into filesystem support
LIBCXX_ENABLE_FILESYSTEM should represent whether the platform has
support for a filesystem, not just whether we support <filesystem>.
This patch slightly generalizes the setting to also encompass whether
we provide <fstream>, since that only makes sense when a filesystem is
supported.

1939eb3dc2 [libc++] Disable int128_t and ship filesystem on MSVC by default
Back in 2020 [1], we went very close to enabling Filesystem on MSVC
by disabling int128_t, but decided to wait because MSVC support
for int128_t was supposed to come shortly after. Since it's not
there yet, I propose turning off int128_t support by default on MSVC.
This will make <filesystem> available by default on MSVC, and most
importantly will open the possibility for changing
LIBCXX_ENABLE_FILESYSTEM to mean "the system doesn't have support
for a filesystem" instead of simply "don't build the std::filesystem
library", which is what I'm really after with this change.

In a way, this is a resurection of D91139.

00c97cbc57 [libc++] Adds C++26 support.
Clang has been updated to support C++26, this adds the same support for
libc++. At the moment C++23 and C++26 are identical. During the next
plenary in June the first C++26 papers will be voted on.

Note like Clang this patch uses C++26 is the internal part and C++2c in
the user visible part.

71400505ca [libc++] Updates C++2b to C++23.
During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.

This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.

Note since we use clang-tidy 16 a small work-around is needed. Clang
knows -std=c++23 but clang-tidy not so for now force the lit compiler
flag to use -std=c++2b instead of -std=c++23.

5db033e204 [libc++][format] Improves fill character.
The main change is to allow a UCS scalar value as fill character.
Especially for char based formatting this increase the number of valid
characters. Originally this was to be expected ABI breaking, however the
current change does not seem to break the ABI.

ed61d6a466 [libc++] Use the stdlib=<LIB> Lit feature instead of use_system_cxx_lib
The use_system_cxx_lib Lit feature was only used for back-deployment
testing. However, one immense hole in that setup was that we didn't
have a proper way to test Apple's own libc++ outside of back-deployment,
which was embodied by the fact that we needed to define _LIBCPP_DISABLE_AVAILABILITY
when testing (see change in libcxx/utils/libcxx/test/params.py).

This led to the apple-system testing configuration not checking for
availability markup, which is obviously quite bad since the library
we ship actually has availability markup.

Using stdlib=<VENDOR>-libc++ instead to encode back-deployment restrictions
on tests is simpler and it makes it possible to naturally support tests
such as availability markup checking even in the tip-of-trunk Apple-libc++
configuration.

3d334df587 [libc++] Remove availability markup for std::format
std::format is currently experimental, so there is technically no
deployment target requirement for it (since the only symbols required
for it are in `libc++experimental.a`).

However, some parts of std::format depend indirectly on the floating
point std::to_chars implementation, which does have deployment target
requirements.

This patch removes all the availability format for std::format and
updates the XFAILs in the tests to properly explain why they fail
on old deployment targets, when they do. It also changes a couple
of tests to avoid depending on floating-point std::to_chars when
it isn't fundamental to the test.

Finally, some tests are marked as XFAIL but I added a comment saying

   TODO FMT This test should not require std::to_chars(floating-point)

These tests do not fundamentally depend on floating-point std::to_chars,
however they end up failing because calling std::format even without a
floating-point argument to format will end up requiring floating-point
std::to_chars. I believe this is an implementation artifact that could
be avoided in all cases where we know the format string at compile-time.
In the tests, I added the TODO comment only to the places where we could
do better and actually avoid relying on floating-point std::to_chars
because we know the format string at compile-time.

apple-cxx20 is equivalent to generic-cxx20, so we don't need it anymore.
It had been introduced when clang-tidy was enabled explicitly from
run-buildbot, but that's not needed anymore since clang-tidy is
enabled from the buildkite pipeline definition.

- Rename a text file, this avoids a filter exception.
- Adds a some missing source files extensions.
- Removes unused extensions hh, hxx, cc, and cxx from clang-format.

800fec13a8 [libc++] Enforce formatting for already formatted and new files and ignore the formatting of tests
It is quite confusing to newcomers that the formatting check gets mostly ignored. To fix that, enforce the formatting for new file and already formatted files, but ignore it for any files that aren't formatted already. We ignore the tests for now, since almost no test is formatted currently, and they are changed almost never.

3a0f88c4c2 [libc++] Add a CI configuration to test Modules with LSV enabled
Some clients use libc++ with modules and LSV (Local Submodule Visibility)
enabled, and we see frequent downstream breakage caused by that. Until
modules use LSV by default (which is apparently a desire), add a CI job
that tests this sub-configuration to avoid high cost downstream breakage.
