Let SimplifyDemandedBits handle the narrowing of lshr to half-width if we don't require the upper bits, the narrowed shift is profitable and the zext/trunc are free.
A future patch will propose the equivalent shl narrowing combine.

The condition needs to be different for right-shifts, else we may lose information in some cases.

If we can not prove that f16 operands of a buildvector are canonicalized, then we can not lower into a V_PACK. In this scenario, we would previously lower into some combination of and(sdwa), shr, or. This patch allows for matching into V_PERM instead.

This is an extension of an existing combine to reduce wider
shls if the result fits in the final result type. This
introduces the same combine, but reduces the shift to a middle
sized type to avoid the slow 64-bit shift.
