PowerPC subtargets prior to Power9 use the 'legacy' itinerary way to
provide scheduling information. This patch re-writes the tablegen file
to define the scheduling information in the new SchedModel way, which
can bring improvements to some benchmarks.

Previous to this patch we only materialized 0.0 and all other floating point
values would be loaded from the TOC. This patch adds materialization for the
floating point values that can be represented as integers in [-16.0, 15.0].
For example we will now materialize 3.0 and -5.0 but not 4.7.

mflr is kind of expensive on Power version smaller than 10, so we should
schedule the store for the mflr's def away from mflr.
In epilogue, the expensive mtlr has no user for its def, so it doesn't
matter that the load and the mtlr are back-to-back.

Now we won't copy the byval parameter (bigger than 8 bytes) to
caller's parameter save area. Instead, we will only copy the
byval parameter when it can not be passed entirely in registers
which means we have to use parameter save area according to the
64 bit SVR4 ABI.
