04b944e230 [InstSimplify] Convert tests to opaque pointers (NFC)
The only interesting test change is in @PR31262, where the following
fold is now performed, while it previously was not:

llvm/test/Transforms/InstSimplify/ConstProp/gep.ll has not been
updated, because there is a tradeoff between folding and inrange
preservation there that we may want to discuss.

c117d77e93 [ConstantFold] Refactor load folding
This refactors load folding to happen in two cleanly separated
steps: ConstantFoldLoadFromConstPtr() takes a pointer to load from
and decomposes it into a constant initializer base and an offset.
Then ConstantFoldLoadFromConst() loads from that initializer at
the given offset. This makes the core logic independent of having
actual GEP expressions (and those GEP expressions having certain
structure) and will allow exposing ConstantFoldLoadFromConst() as
an independent API in the future.

This is mostly only a refactoring, but it does make the folding
logic slightly more powerful.

Summary:
this reduces significantly the number of assumes generated without aftecting too much
the information that is preserved. this improves the compile-time cost
of enable-knowledge-retention significantly.

45d19fb470 [ConstantFolding] Fix assertion failure on non-power-of-two vector load.
Summary:
The test case does an (out of bounds) load from a global constant with
type <3 x float>. InstSimplify tried to turn this into an integer load
of the whole alloc size of the vector, which is 128 bits due to
alignment padding, and then bitcast this to <3 x vector> which failed
an assertion due to the type size mismatch.

The fix is to do an integer load of the normal size of the vector, with
no alignment padding.

f89660aba7 [ConstantFolding] Extend FoldReinterpretLoadFromConstPtr to handle negative offsets
Treat loads which clip before the start of a global initializer the same
way we treat clipping beyond the end of the initializer: use zeros.

69632447b1 [InstSimplify] regenerate checks using a script
I didn't notice any significant changes in the actual checks here;
all of these tests already used FileCheck, so a script can batch
update them in one shot.

This commit is just to show the value of automating this process: 
We have uniform formatting as opposed to a mish-mash of check
structure that changes based on individual prefs and the current
fashion. This makes it simpler to update when we find a bug or
make an enhancement.

9b529a76e9 IR: Properly return nullptr when getAggregateElement is out-of-bounds
We didn't properly handle the out-of-bounds case for
ConstantAggregateZero and UndefValue.  This would manifest as a crash
when the constant folder was asked to fold a load of a constant global
whose struct type has no operands.

This fixes PR22595.
