[NFC][Py Reformat] Reformat lit.local.cfg python files in llvm
This is a follow-up to b71edfaa4ec3c998aadb35255ce2f60bba2940b0
since I forgot the lit.local.cfg files in that one.

Reformatting is done with `black`.

If you end up having problems merging this commit because you
have made changes to a python file, the best way to handle that
is to run git checkout --ours <yourfile> and then reformat it
with black.

If you run into any problems, post to discourse about it and
we will try to help.

2a2847823f [ConstantFold] Get rid of special cases for sizeof etc.
Target-dependent constant folding will fold these down to simple
constants (or at least, expressions that don't involve a GEP).  We don't
need heroics to try to optimize the form of the expression before that
happens.

a0757d8ebd Patch by @wecing (Chenguang Wang).
The current getFoldedSizeOf() implementation uses naive recursion, which
could be really slow when the input structure type is too complex.

This issue was first brought up in
http://llvm.org/bugs/show_bug.cgi?id=8281; this change fixes it by
adding memoization.

e89c075f32 [test] Run llvm/test/**/*.yaml & don't run llvm/test/**/*.cxx (not exist)
This patch extends D58439 (`llvm/test/{yaml2obj,obj2yaml}/**/*.yaml`) and runs all
`llvm/test/**/*.yaml`

Many directories have configured `.yaml` (see the deleted lit.local.cfg
files). Yet still some don't configure .yaml and have caused stale tests:

* 8c5825befb7bbb2e76f7eccedc6d3bf26e9b2a6a test/llvm-readobj
* bdc3134e237737dd46b51cd1ecd41ecbbe9f921a test/ExecutionEngine

Just hoist .yaml to `llvm/test/lit.cfg.py`. Also delete .cxx which is
not used.  The number of tests running on my machine increases from 38304 to 38309.
The list of new tests:

6e379e2b68 Make llvm-as --help great again
This is a follow-up to https://reviews.llvm.org/D60411, but for llvm-as.

New output:

    OVERVIEW: llvm .ll -> .bc assembler

    USAGE: llvm-as [options] <input .llvm file>

    OPTIONS:

    Generic Options:

      -help                        - Display available options (-help-hidden for more)
      -help-list                   - Display list of available options (-help-list-hidden for more)
      -version                     - Display the version of this program

    llvm-as Options:

      -data-layout=<layout-string> - data layout string to use
      -disable-output              - Disable output
      -f                           - Enable binary output on terminals
      -module-hash                 - Emit module hash
      -o=<filename>                - Override output filename
