This changes the default value used for mask policy from mask undisturbed to mask agnostic. In hardware, there may be a minor preference for ta/ma, but since this is only going to apply to instructions which don't use the mask policy bit, this is functionally mostly a nop. The main value is to make future changes to using MA when legal for masked instructions easier to review by reducing test churn.
The prior code was motivated by a desire to minimize state transitions between masked and unmasked code. This patch achieves the same effect using the demanded field logic (landed in afb45ff), and there are no regressions I spotted in the test diffs. (Given the size, I have only been able to skim.) I do want to call out that regressions are possible here; the demanded analysis only works on a block local scope right now, so e.g. a tight loop mixing masked and unmasked computation might see an extra vsetvli or two.

This patch adds support for lowering the saturating vector add/sub
intrinsics to RVV instructions, for both fixed-length and
scalable-vector forms alike.
Note that some of the DAG combines are still not triggering for the
scalable-vector tests. These require a bit more work in the DAGCombiner
itself.

All that really matters is that the VLMAX of the preceding
instructions is the same as the VLMAX required by the mask
operation.
Also update the vmsge(u) handling to use the SEW/LMUL we use for
other mask register operations. We were matching it to the compare
before. Some cases will be improve if we fix masked compares to
use tail agnostic policy. I think they ignore the tail policy
anyway.

This can help avoid needing a virtual register for the vsetvl output
when the AVL is X0. For other register AVLs it can shorter the live
range of the AVL register if it isn't needed later.
There's probably no advantage when AVL is a 5 bit immediate that
can use vsetivli. But do it anyway for consistency.

This patch adds more optimized codegen for the above SETCC forms,
by matching the '.vi' vector forms when the immediate is a 5-bit signed
immediate plus 1. The immediate can be decremented and the corresponding
SET[U]LE or SET[U]GT forms can be matched.
