Do not emit a warning if there are two null noalias arguments,
as they cannot be dereferenced anyway.
This is a common pattern for `@.omp_outlined`, which has some
optional noalias arguments.
Remove support for the icmp and fcmp constant expressions.

As usual, many of the updated tests will no longer test what they were
originally intended to -- this is hard to preserve when constant
expressions get removed, and in many cases just impossible as the
existence of a specific kind of constant expression was the cause of the
issue in the first place.

[NFC][RemoveDIs] Insert instruction using iterators in Transforms/
we changed

but there is no guarantee that is InsertBefore is non-empty at that
point,
which we e.g can see in the added testcase.
Instead just pass on the optional InsertBefore in the recursive call to
FindInsertedValue, as we do at several other places already.
This option makes the lint pass abort if errors were found.
This is intended to help lit testing where the lint pass is used and
lint errors should be detected.
Previously, this required checking for non-empty stderr.
Remove support for zext and sext constant expressions. All places
creating them have been removed beforehand, so this just removes the
APIs and uses of these constant expressions in tests.
There is some additional cleanup that can be done on top of this, e.g.
we can remove the ZExtInst vs ZExtOperator footgun.

If an argument is readnone we know that it isn't dereferenced. Then
it should be OK if that argument alias with a noalias argument.

Reformatting is done with `black`.
If you end up having problems merging this commit because you
have made changes to a python file, the best way to handle that
is to run git checkout --ours <yourfile> and then reformat it
with black.

Delete mention of the llvm.eh.begincatch/llvm.eh.endcatch intrinsics,
and remove them from a few remaining test-cases. These intrinsics were
from a previous attempt at implementing Windows exception-handling,
but were removed from LLVM in 2015.
Also mention that dynamic exception specifications ("throw filters")
were removed from the spec in C++17.
Another step towards getting rid of dependencies to the legacy
pass manager.
Primary change here is to just do -passes=foo instead of -foo in
simple situations (when running a single pass). But also
updated a few test running multiple passes.
As @efriedma pointed out in D86301, this "not equal to 0 check" of
get.active.lane.mask's second operand needs to live here in Lint and not the
Verifier.

Summary:
This change is part of step five in the series of changes to remove alignment argument from
memcpy/memmove/memset in favour of alignment attributes. In particular, this changes the Lint
analysis to cease using the old getAlignment() API of MemoryIntrinsic in favour of getting
source & dest specific alignments through the new API.
Steps:
Step 1) Remove alignment parameter and create alignment parameter attributes for
memcpy/memmove/memset. ( rL322965, rC322964, rL322963 )
Step 2) Expand the IRBuilder API to allow creation of memcpy/memmove with differing
source and dest alignments. ( rL323597 )
Step 3) Update Clang to use the new IRBuilder API. ( rC323617 )
Step 4) Update Polly to use the new IRBuilder API. ( rL323618 )
Step 5) Update LLVM passes that create memcpy/memmove calls to use the new IRBuilder API,
and those that use use MemIntrinsicInst::[get|set]Alignment() to use [get|set]DestAlignment()
and [get|set]SourceAlignment() instead.
Step 6) Remove the single-alignment IRBuilder API for memcpy/memmove, and the
MemIntrinsicInst::[get|set]Alignment() methods.

Summary:
When checking if a constant expression is a noop cast we fetched the
IntPtrType by doing DL->getIntPtrType(V->getType())). However, there can
be cases where V doesn't return a pointer, and then getIntPtrType()
triggers an assertion.
Now we pass DataLayout to isNoopCast so the method itself can determine
what the IntPtrType is.

The new implementation works at least as well as the old implementation
did.
Also delete the associated preparation tests. They don't exercise
interesting corner cases of the new implementation. All the codegen
tests of the EH tables have already been ported.

The personality routine currently lives in the LandingPadInst.
This isn't desirable because:
- All LandingPadInsts in the same function must have the same
personality routine. This means that each LandingPadInst beyond the
first has an operand which produces no additional information.
- There is ongoing work to introduce EH IR constructs other than
LandingPadInst. Moving the personality routine off of any one
particular Instruction and onto the parent function seems a lot better
than have N different places a personality function can sneak onto an
exceptional function.

Ultimately, __CxxFrameHandler3 needs us to put a stack offset in a
table, and it will take responsibility for copying the exception object
into that slot. Modelling the exception object as an SSA value returned
by begincatch isn't going to work in general, so make it use an output
parameter.
