due to missing "-header-filter" in the run-clang-tidy invocation.

There's many instances in clang tidy checks where owning strings are used when we already have a stable string from the options, so using a StringRef makes much more sense.

Some projects do not use the TEMP_FAILURE_RETRY macro but define their
own one, as not to depend on glibc / Bionic details. By allowing the
user to override the list of macros, these projects can also benefit
from this check.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

This check attempts to catch buggy uses of the `TEMP_FAILURE_RETRY`
macro, which is provided by both Bionic and glibc.
