cee313d288 Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

4afb64e4c6 Revert r321751, "StructurizeCFG: Fix broken backedge detection" 
It causes regressions in various OpenGL test suites.

Keep the test cases introduced by r321751 as XFAIL, and add a test case
for the regression.
