This patch adds the OffloadEntriesInfoManager to the OpenMPIRBuilder, and
allows the OffloadEntriesInfoManager to access the Configuration in the
OpenMPIRBuilder. With the shared Config there is no risk for inconsistencies,
and there is no longer the need for clang to have a separate
OffloadEntriesInfoManager.

This patch adds OpenMP IRBuilder support for the Target Data directives to allow lowering to LLVM IR.
The mlir::Translation is responsible for generating supporting code for processing the map_operands through the processMapOperand function, and also generate code for the r>
The OMPIRBuilder is responsible for generating the begin and end mapper function calls.
Limitations:
- use_device_ptr and use_device_addr clauses are NOT supported for Target Data operation.
- nowait clauses are NOT supported for Target Enter and Exit Data operations.
- Only LLVMPointerType is supported for map_operands.

If an inlined kernel is called in a loop, the launch point alloca would
lead to increasing stack usage every time the kernel is invoked. This
could make the application run out of stack space and crash. This problem
is fixed by using the alloca insertion point while creating the alloca instruction.

There is no longer need to access the list directly so it also makes

Currently default simd alignment is defined by Clang specific TargetInfo class.
This class cannot be reused for LLVM Flang. That's why default simd alignment
calculation has been moved to OMPIRBuilder which is common for Flang and Clang.
Previous attempt: https://reviews.llvm.org/D138496 was wrong because
the default alignment depended on the number of built LLVM targets.
If we wanted to calculate the default alignment for PPC and we hadn't specified
PPC LLVM target to build, then we would get 0 as the alignment because
OMPIRBuilder couldn't create PPCTargetMachine object and it returned 0 as
the default value.
If PPC LLVM target had been built earlier, then OMPIRBuilder could have created
PPCTargetMachine object and it would have returned 128.

These are essentially add/sub 1 with a clamping value.
AMDGPU has instructions for these. CUDA/HIP expose these as
atomicInc/atomicDec. Currently we use target intrinsics for these,
but those do no carry the ordering and syncscope. Add these to
atomicrmw so we can carry these and benefit from the regular
legalization processes.
We already created a versioned `__tgt_kernel_arguments` struct but it
was only briefly used and its content was passed in isolation anyway.
This makes it hard to add more information in the future. With this
patch we fully embrace the struct as means to pass information from the
compiler to the plugin as part of a kernel launch.
The patch also extends and renames the struct, bumping the version
number to 2. Version 1 entries are auto-upgraded. This is in preparation
for "bare" kernel launches, per kernel dynamic shared memory, CUDA/HIP
lowering, etc.
The `__tgt_target_kernel_nowait` interface was deprecated as it was
unused. Once we actually implement support for something like that, we
can add an appropriate API.
Note: Only plugins with the `launch_kernel` interface are now supported.
That means that a new clang won't be able to use an old runtime.
An old clang can still use the new runtime since the libomptarget
interface did not change.

This patch modifies OpenMPIRBuilder::createTask to accept its
Dependencies vector by value instead of by reference. This is
necessary because the PostOutlineCB lambda that uses this Dependencies
vector may outlive the original Dependencies vector.

For the targets that have in their ABI the requirement that arguments and
return values are extended to the full register bitwidth, it is important
that calls when built also take care of this detail.
The OMPIRBuilder, AddressSanitizer, GCOVProfiling, MemorySanitizer and
ThreadSanitizer passes are with this patch hopefully now doing this properly.

Currently default simd alignment is specified by Clang specific TargetInfo
class. This class cannot be reused for LLVM Flang. If we move the default
alignment field into TargetMachine class then we can create TargetMachine
objects and query them to find SIMD alignment.
Scope of changes:
1) Added information about maximal allowed SIMD alignment to TargetMachine
classes.
2) Removed getSimdDefaultAlign function from Clang TargetInfo class.
3) Refactored createTargetMachine function.

This patch adds a new runtime function `fork_call_if` and uses that
to lower parallel if statements when going through OpenMPIRBuilder.
This fixes an issue where the OpenMPIRBuilder passes all arguments to
fork_call as a struct but this struct is not filled corretly in the
non-if branch by handling the fork inside the runtime.

This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated. The intent is to reduce

This patch introudces the OpenMPIRBuilderConfig class which contains various
flags that are needed to lower OMP constructs to LLVM-IR. The purpose is to
keep the flags in one place so they do not have to be passed in every time.
The flags can be set optionally since some uses cases don't rely on functions
that depend on these flags.

This adds a 'Count' field to TargetRegionEntryInfo to differentiate
regions with the same source position.
The OffloadEntriesInfoManager routines are updated to maintain a count of
regions seen at a location. The registration of regions proceeds that same as
before, but now the next available count is always determined and used in the
offload entry.

This patch moves the createOffloadEntriesAndInfoMetadata to OpenMPIRBuilder,
the createOffloadEntry helper function. The clang specific error handling is
invoked using a callback. This code will also be used by flang in the future.

A function parameter was using the wrong type 'llvm::TargetRegion' instead of
'const llvm:: TargetRegion&', which caused the error in the address sanitizer.
The correct type is now used.
This patch puts the individual target region information attributes into a
struct so that the nested mappings are not needed and passing the information
around is simplified.

Currently generation of align assumptions for OpenMP simd construct is done
outside OMPIRBuilder for C code and it is not supported for Fortran.
According to OpenMP 5.0 standard (2.9.3) only pointers and arrays can be
aligned for C code.
If given aligned variable is pointer, then Clang generates the following set
of the LLVM IR isntructions to support simd align clause:

OMPIRBuilder was modified to generate aligned assumptions. It generates only
llvm.assume calls. Frontend is responsible for generation of aligned pointer
and getting the default alignment value if user does not specify it in aligned
clause.
Unit and regression tests were added to check if aligned clause was handled correctly.

If 'order(concurrent)' clause is specified, then the iterations of SIMD loop
can be executed concurrently.
This patch adds support for LLVM IR codegen via OMPIRBuilder for SIMD loop
with 'order(concurrent)' clause. The functionality added to OMPIRBuilder is
similar to the functionality implemented in 'CodeGenFunction::EmitOMPSimdInit'.

Using these queries with a context instruction and without a cache
seems to be about 2x slower than with it so this theoretically
improves compile time.
This patch adds support for if clause to task construct in OpenMP
IRBuilder.
